Biography

Born December 24, 1959 .

In 1973 he entered the Komsomol of the Komsomol , after graduation, he entered the Tula Higher Artillery Engineering School (TVAIU) , where he met with the cadet and future governor of the Tula region, Vyacheslav Dudka .

After graduating from a military school, according to the distribution of the Komsomol, he was sent as an officer to the Armed Forces of the USSR where he rose to the rank of colonel . After his dismissal until 1999, he worked in the police department of the city ​​of Tula .

In 2000, he was appointed assistant to the deputy of the Tula City Council Vladimir Dyakun. In the same year, he headed the Tula regional branch of the Russian Party of Pensioners (RPP).

In 2004 , according to the intra-party list of the “Russian Party of Pensioners”, he was elected to the Tula Regional Duma of the 3rd convocation.

In October 2005, Vyacheslav Dudka , Governor of the Tula Region, was appointed Vice Governor of the Tula Region for Education, Culture and Social Development.

On December 17, 2005, at the Sixth VI All-Russian Congress of the Russian Party of Pensioners, he was elected chairman of the central council.

On August 29, 2006 , the leaders of three political parties: the Russian Party of Pensioners, the Russian Party of Life and the Homeland Party, Igor Zotov, Sergey Mironov and Alexander Babakov signed an agreement to unite their parties and create a new political party, Fair Russia .

September 4, 2007 , organized and headed the public organization "Russian Retirees for Justice". [one]

On September 23, 2007, at the First Congress of the Just Russia Party, he was elected Secretary of the Presidium of the Central Council.

On December 2, 2007, according to the internal party lists of the Just Russia party, he tried to become a deputy of the State Duma of the V convocation , but was not elected.

October 11, 2009 was elected to the Tula Regional Duma of the V convocation.

State Duma Deputy

December 4, 2011, according to the lists of the Just Russia party, he was elected as a deputy of the State Duma of the VI convocation .

In early 2012, he announced his withdrawal from the Fair Russia party in connection with the party’s opposition rhetoric and proclaimed the reinstatement of the Pensioners Party, on the basis of the public organization Russian Pensioners for Justice. On April 5 this year, a constituent congress was held, at which a public organization was transformed into a political party with the new name “ Russian Party of Pensioners for Justice ” where Igor Zotov was elected its chairman, [5] while retaining his membership and deputy mandate in the Just Russia Faction in the State Duma of the 6th convocation. Legislation

On March 31, 2014, along with United Russia members, Andrei Krasov, Alexander Sidyakin introduced a bill to re-tighten punishments for participating in rallies not agreed with the authorities (Article 212.1), events in Ukraine were named as a reason for revising the legislation [9] . Criminal liability was introduced for repeated violation of the legislation on rallies and fines of up to 1,000,000 rubles (to citizens who were brought to administrative responsibility more than twice in 180 days after being detained on street rallies). Journalists without identification marks were counted among the rally participants, in order to avoid this, they should have “a document proving the identity and authority of the journalist”, as well as “have a clearly visible distinctive sign of the media representative [10] ”. The Supreme Court in its recall supported the initiative, but the Government of the Russian Federation proposed finalizing the draft taking into account the comments made by it [11] . On July 4, the law was adopted in final reading [9] . In December 2015, the first trial under this article was held, opposition activist Ildar Dadin was sentenced to three years of general regime due to four-time participation in uncoordinated protests [12] [13] .

Prohibition of advertising on paid TV channels

On July 1, 2014, the State Duma, in the first reading with the votes of only the United Russia deputies (234 people), adopted Igor Zotov’s amendments to the Law on Advertising, according to which it is proposed in particular to prohibit paid cable and satellite channels from placing advertisements, they are removed until 2019 restrictions on beer advertising in the framework of official sporting events (at the same time advertising of non-alcoholic beer was equal to advertising of other non-alcoholic drinks and kvass) and exclude from the law the provision on the preferential position of the person placing eklamu on designs and TV [14] .

As of the morning of July 3, they were not on the agenda of the July 4 meeting (the last day of the lower parliamentary board in the spring-summer session) due to the lack of recall of the Russian government [15] , and their consideration was automatically postponed to autumn [16] .

State Duma deputy Ilya Ponomaryov said that the amendments could be made at the initiative of the deputy head of the presidential administration Alexei Gromov , and could be considered at a meeting of the State Duma on July 4, because on July 3 at 14:00 there will be a committee meeting with representatives of paid TV channels discussion of amendments. As a result of this meeting, amendments to the law "On Advertising" can be made to the agenda of the Friday meeting on July 4. [15] .

On July 3, the State Duma Committee on Economic Policy recommended returning a bill to the parliament’s agenda for July 4, as amended by the law on advertising (which was missing from it this morning), recommending their adoption in the second and third reading. With a successful set of circumstances, it will become one of the fastest adopted (10 days from the moment of inclusion in the State Duma) in the history of the Russian parliament [16] . On July 4, it was adopted in the third reading by the votes of 243 deputies, only 142 spoke out against it. [14]. On July 9, 2014, the Federation Council supported the amendments, and 22 of them were signed by Russian President Vladimir Putin. The amendments will enter into force on January 1, 2015 [17] .

On July 15, Roskomnadzor made a list of 1,400 paid TV channels that would be prohibited from showing ads. 300 television companies that will be banned are federal. According to estimates of July 7, 2014, there are 3462 licenses in Russia that allow distribution of television channels in various broadcasting environments, of which 1,421 are for a fee [17] .

According to journalists and industry representatives, the law will have a detrimental effect on non-broadcast channels, it does not define a paid and free TV channel. It was possible that such a quick adoption was due to political will in order to squeeze out channels on the market that depend on both subscription and advertising. At the same time, the advertising budget of non-broadcast channels in 2012 amounted to 4 billion rubles (2.5% of the advertising market), the rest fell on free broadcast channels, which also received state subsidies. The latter will benefit from the adoption of the law, as they will gain a competitive advantage for themselves (because they have lost an audience in recent years due to non-air channels) and their own non-air “daughters”, who are able to not sell the signal and make money only on advertising. [18] .

Representatives of non-broadcast television channels opposed the law, in an open letter to Russian President Vladimir Putin saying that because of its adoption, 150 out of 240 would be put on the brink of channel survival [18] . The leader of the Just Russia party, Sergei Mironov, on July 2 sent a letter to Russian Prime Minister Dmitry Medvedev asking him to postpone the consideration of amendments to the fall, as their adoption could lead to negative consequences [15] .

However, on January 27, the State Duma passed a law repealing the ban on displaying advertising for paid TV channels that have 75% of domestic content. On February 4, the law was signed by Vladimir Putin [19] .

Prohibition of samizdat

December 25, 2015 Zotov I. L. proposed Bill No. 963158-6 on amending the Federal Law of May 4, 2011 No. 99-ФЗ “On licensing of certain types of activities”, [20] prohibiting the publication of printing products without a license. He explained his position by the excessive distribution of advertising materials and extremist materials.

“All the entrances are clogged with printing products, all kinds of advertising, no one knows who made it. Booklets with women of easy virtue are handed out on the streets, which is just not there. And when you turn to the internal affairs bodies to find out who is doing this, they cannot find anyone. Without a license, all kinds of extremist materials can be distributed, ”Zotov explained. [21]
