Biography

Born September 15, 1965 in Moscow.

In 1988 he graduated from the Moscow Engineering and Physics Institute with a degree in Applied Mathematics.

From 1985 to 1995, he studied at the postgraduate department of the Moscow Engineering Physics Institute and worked as an intern researcher, defended his thesis for the degree of candidate of technical sciences .

In 1996, he began working at the Ministry of Foreign Affairs of the Russian Federation , where until 1999 he was the second secretary of the Russian Embassy in the United States. He was in charge of scientific and technical cooperation.

From 1999 to 2001 he was the chief specialist of the Russian Aerospace Agency .

From 2001 to 2006, he returned to the Ministry of Foreign Affairs of the Russian Federation, where he already held the post of first secretary of the Russian Embassy in Argentina.

Since 2007, he began work in the Ministry of Education and Science of the Russian Federation . In 2007-2008, he was Assistant Minister, in September 2008 he was appointed Director of the Department of Strategy and Perspective Projects in Education and Science.

In June 2010, he headed the Department of International Integration of the Ministry of Education and Science of the Russian Federation.

December 16, 2010: appointed Deputy Minister of Education and Science of the Russian Federation. In this post, he oversaw the Far Eastern Federal District . In June 2012, he was relieved of his post as deputy minister of his own accord.

On July 2, 2012, he was appointed rector of the Far Eastern Federal University .

Criminal case

On the night of March 20, 2016, he was detained by law enforcement agencies of Primorsky Territory , the reason for the detention is the abuse of official authority [1] . Prior to this, on March 16, two FEFU Vice-Rectors Alexei Tskhe and Viktor Atamanyuk were detained in the same case. A criminal case was instituted against Ivants, he is charged with accepting and paying the outstanding work on the creation of an “Electronic University” [2] . On March 22, 2016, the Leninsky District Court reported on the house arrest of Ivants for a period of two months [3] .

On March 24, 2016, by order of the Ministry of Education and Science of Russia, Vice-Rector for Campus Development Vladimir Nikolaevich (born February 11, 1980, Balakovo ) was appointed acting FEFU rector [4] .

On May 19, 2016, by decision of the Pacific Fleet Military Court , where the case of Sergey Ivants was sent from the Leninsky District Court due to the presence in the materials of “data falling under state secret”, Sergey Ivanets will remain under house arrest until mid-July. [five]

Earlier, at the request of the investigation, the Leninsky District Court extended for four months to mid-September house arrest of Alexei Tskhe and Viktor Atamanyuk.

On August 11, 2016, the Pacific Fleet Military Court dismissed the complaint of suspect in the organization of the abuse of power of Sergei Ivants to the dismissal of the rector of FEFU, returned him to house arrest until September 13. [6]

In 2017, the term of house arrest of Ivanets was extended by decisions of the Pacific Fleet Military Court until December 1, 2017 [7] [8] . According to a lawyer, in June 2017, according to the results of the investigation, part of the accusations of Ivanets, who lives in one of the FEFU city dormitories without any instruction from the police, were dropped [9] .

On December 21, 2017, the Pacific Fleet Military Court held a closed hearing on the case of Sergei Ivants. The defense of Ivanets filed a complaint against one of the adopted decisions, in connection with which the hearings were postponed for an indefinite period until the consideration of the complaint in the Supreme Court of the Russian Federation [10] .

In March 2018, the Pacific Fleet Military Court, after a three-month hiatus, resumed the criminal proceedings against Sergey Ivants and others, refusing the defendants ’request of the defendants to transfer the case to the Moscow District Court [11] .
