Biography
Born on March 10 ( March 23 ), 1908 in the city of Ashgabat .
In 1927 he graduated from high school in Baku .
1927 - entered the Physics and Mathematics Faculty of Moscow State University named after M.V. Lomonosov .
In 1928 he studied at the Faculty of Electrical Engineering of the Moscow Institute of Economics named after G.V. Plekhanov .
In 1930 - 1931 he completed his studies at the Electromechanical Faculty of LPI .
From 1931 to 1941 he worked as an engineer, then as the head of the laboratory at OLIZ [1] .
In 1932 - 1941 he was engaged in teaching at the LPI , in particular at the Department of Telemetry (1934-1941).
In 1937 - 1938 , along with other specialists, OLIZ participated in the training of specialists of the Krasnodar spare parts under construction
In 1940 he was awarded the scientific degree of a candidate of technical sciences, the theme of the dissertation: “Summation of the readings of measuring instruments”
In 1940 he was seconded to the Krasnodar spare parts for practical assistance in the development of mass production [2] .
In June 1941, together with the WIEP team (OLIZ receiver), he was evacuated from Leningrad to Saransk , from there he was transferred to Omsk in February – March 1942.
In 1941-1944 , the head of the technical department, deputy chief designer at the Krasnodar plant of measuring instruments [3] .
In 1943-1944, assistant professor of mathematics at the Omsk Machine-Building Institute
In 1944-1946 , Production Manager, Chief Engineer of the State Union Plant No. 531
In 1948 - 1953, Associate Professor of LPI .
In 1949 he was awarded the degree of Doctor of Technical Sciences, the theme of the dissertation "The main issues of the general theory and the new principle of implementation of logometers ."
In 1953-1954 , he lectured at the Budapest Polytechnic Institute on courses: “Electrical Measurements and Instruments” and “Logometers” (published as teaching aids), and organized teaching in the specialty “Instrument Engineering and Automation Means”.
In 1954-1956 , professor of LPI .
In 1956-1975 , the director of the VNIIM named after D. I. Mendeleev .
1958 was one of the organizers of IMECO .
In 1960 and 1964 he took part in the XI and XII General Conference on Weights and Measures, respectively.
Achievements
The author of 12 inventions [4] .
The author of 10 monographs and textbooks.
V.O. Arutyunov is the initiator of the creation and development of a system of standards for electrical and magnetic quantities based on fundamental physical constants, as well as a number of other new directions in metrology (physicochemical measurements, measurement of motion parameters, parameters of physical fields, hydrodynamic measurements, determination and refinement of physical constants).
He actively contributed to the development of work on the creation of means for transferring unit sizes from standards through exemplary measuring instruments to working measures.
Awards and Prizes
- Stalin Prize of the Third Degree (1948) - for the development of the design and the development in serial production of new inertial oscilloscopes
- the medal "For Labor Distinction" (1944) - for the development of military electrical equipment;
- Order of Lenin (1967) - for success in completing the tasks of the seven-year plan;
- Order of the October Revolution (1971) - for his contribution to the development of metrology and standardization [1] .
