Biography
Born in 1880 (one of the youngest deputies of the State Duma of the 1st convocation [1] ). Originally from the peasants of the village of Small Vrudy of the Vruda volost of the Yamburg district of the St. Petersburg province. The Bystrov family owned 2 tithes of land. My father worked as a cab driver. At the age of 12, Bystrov graduated from the parish school and came to St. Petersburg to help his father, who was involved in the carriage [2] . To acquire further education P. A. Bystrov was helped by the landowner of the Yamburg district S. A. Gvozdev [3] and placed him in a 2-class Yastrebin school. After graduating from college, Bystrov entered the Gatchina Teachers' Seminary, which he graduated from among the best students. He worked as a teacher in zemstvo schools of the Yamburg district. In 1905 he moved to St. Petersburg, where he received the position of assistant class teacher of the 1st real school in St. Petersburg.
March 26, 1906 was elected to the State Duma of the Russian Empire of the I convocation from the congress of commissioners from volosts. He was a member of the Constitutional Democratic faction, which is also confirmed by the Trudoviks in his publication [4] . He signed bills: βOn Civil Equalityβ, βOn Personal Integrityβ, βOn Assembliesβ. He spoke out against the confiscation of private land. Supporter of legislative labor protection and reduction of military service.
On July 10, 1906, in the city of Vyborg, he signed the Vyborg Appeal and was convicted under Art. 129, part 1, paragraphs 51 and 3 of the Criminal Code [2] , sentenced to 3 months in prison and deprived of the right to be elected.
His further fate and date of death are unknown.
