Biography

A nobleman, born in 1871. He graduated from the Zaraisk Real School [1] , and then the Moscow Infantry Engineering School. Sent to the 10th artillery brigade ( Lodz , Kingdom of Poland ). Then he was transferred with 2 batteries to the South Ussuri Territory in the tract Novokievskoye, where he served for 3 years. He also served as an artillery officer in Central Russia and Transbaikalia . He entered in 1898 [2] , and in 1902 graduated from the Military Law Academy in St. Petersburg. During training he was elected to the vowels of the Yegoryevsky district zemstvo assembly. After entering the reserve in 1902 he entered the Moscow Agricultural Institute , where he studied for a year [3] . In 1905, Mr .. elected Chairman of the Yegoryevsk Zemstvo Council and Honorary Magistrate. Opponent of the nationalization of the land. Since 1905, a member of the Constitutional Democratic Party .

On April 16, 1906 he was elected to the State Duma of the 1st convocation from the general electors of the Ryazan provincial electoral assembly. Apparently, he quit the Cadet Party, as it is mentioned that he was a member of the Party of Democratic Reforms [3] [4] in the Duma. Member of the commission for the execution of the state list of income and expenses. He spoke in the debate at the return address, on the inviolability of the person, on amendments to Articles 55-57 of the State Duma Institution, on the Order, on the abolition of the death penalty, on the agrarian question, on the Bialystok pogrom .

On July 10, 1906, in the city of Vyborg, he signed the Vyborg Appeal and was convicted under Art. 129, part 1, paragraphs 51 and 3 of the Criminal Code , sentenced to 3 months in prison and deprived of suffrage [3] .

In the First World War he led the medical "volatility", went missing in 1916.

  • Sisters - Praskovya Kapitonovna (b. 1861), Ekaterina Kapitonovna (b. 1864) [6]
  • Wife - Valentina Dmitrievna (nee Pryanishnikova, 1890-1982) - daughter of D. N. Pryanishnikov , graduated from the Moscow Women's Courses in 1919, taught in Moscow secondary schools in the 1920s, and from the beginning of the 1930s - an unofficial referent of her father [6] .
  • Son - Dmitry Vladimirovich Fedorovsky (1914-1978) - graduated from the Timiryazev Academy , soil scientist, participant of the Great Patriotic War [6] .
