On August 4, 1846, in the Citadel of Mexico City, Salas rebelled against General Mariano Paredes, who temporarily left the presidency for Nicolas Bravo , as he himself went to fight the rebels in Guadalajara. He tried to strengthen the army and raise funds for a war with the United States . Salas came up with a number of initiatives, such as the founding of a national library or the installation of new street lighting, but in wartime it was not up to them. In December, he transferred power to Santa Anna.
