Biography
Born into a Jewish family. The son of a lawyer. He studied at the gymnasium. He graduated from the Faculty of Physics and Mathematics of Novorossiysk University , defended his dissertation for the degree of candidate of physical sciences. Since the late 1870s, he participated in the populist movement in Odessa. After the organization of the party "Narodnaya Volya" was a member of the Odessa group of party members. In 1882, he was arrested and deported as a foreign citizen abroad. Settled in France. He taught Russian at colleges. He worked as a librarian at the Turgenev Library in Paris. In the 1890s, a member of the Group of Old People’s Volunteers. Professor of the University of Paris (Sorbonne) .
One of the organizers of the Socialist Revolutionary Party and a member of its Central Committee. In 1901 he was delegated to the International Socialist Bureau in Brussels. Since 1904 - Permanent Representative of the Party of Socialist Revolutionaries in the International Socialist Bureau . [1] Represented the party in the Second International , was a member of its governing bodies. He represented the Socialist Revolutionary Party at international socialist congresses in Amsterdam (1904) and Stuttgart (1907).
Since the beginning of the First World War - a social patriot. After October 1917, he was a member of the foreign delegation of the Social Revolutionary Party.
He died during a meeting of the overseas delegation of the Socialist Revolutionary Party in Berlin . He was buried in the Montrouge cemetery near Paris.

Together with N. S. Rusanov, he led the magazine “La Tribune Russe”. In 1920-1922 it was published in the journal " Revolutionary Russia " ( Tallinn , Berlin ).
