Medal "For Victory in the Cold War" (USA) ( English Cold War Victory Medal ) - an unofficial memorable award of the United States . A medal may be independently acquired, without the right to wear, military personnel of the US Armed Forces and civil servants of the federal government who have an official certificate of service during the Cold War (1946-1991). Background
In 1997, the Senate and the House of Representatives decided to issue a certificate " For service during the Cold War ." In fiscal 1998, the Minister of Defense signed a decree issuing this certificate.
There is a tradition in the US Armed Forces to issue a memorial (non-combat) medal for participants in each campaign (see campaign medal ), such as the Medal "For Service in Korea", etc. Since the cold war is also a kind of war, after the collapse of the USSR, the American veterans took the initiative to establish the award "For service during the Cold War." In 2001, the Senate and the House of Representatives adopted a decree for fiscal year 2002, which states: “The Congress recommends that the Minister of Defense approve ... the issuance of a commemorative medal ( campaign medal ), later known as the“ Service Medal during Cold War "and to which will be provided all who were in the service of the armed forces during the Cold War . "

Bills
In 2005, the initiative was supported by Congressman Andrews from the House of Representatives, but the matter did not go further than bills.
The bill of May 12, 2006, contained an instruction to US Secretary of Defense Donald Rumsfeld to develop a design for the medal. And then start its presentation to those citizens of the United States who, during the years of the Cold War, which is several decades, were in active military service or underwent training equal to active service as a private soldier, sergeant or officer. The right to receive such a medal was intended for those who were in the ranks of the US armed forces during the Cold War for at least 180 calendar days.
In early April 2007, a bill to establish a new military award for participation in the Cold War ( Eng. Cold War Service Medal ) was introduced in both houses of the US Congress, supported by a group of senators and congressmen from the Democratic Party headed by US Secretary of State Hillary Clinton . It was proposed to award the medal to all those who served in the armed forces or worked in the US government departments from September 2, 1945 to December 26, 1991. The project has not been approved.
As Hillary Clinton stated, “Our victory in the Cold War became possible only because of the willingness of millions of Americans in military form to repel the threat posed by the Iron Curtain. Our victory in the Cold War was a tremendous achievement, and those men and women who served at the time deserve an award. ” [3]
The initiator of the bill in the lower house of Congress, Democratic Congressman Robert Andrews, said that the cold war was a global military operation that was extremely dangerous and sometimes deadly for brave soldiers, sailors, pilots and marines who participated in this campaign.
In the end, the proposal to establish a medal was not included in the National Defense Authorization Act of 2008. [4]
Design
The design of the medal was developed by leading specialist of the Institute of Heraldry of the United States Army Neidin Russell. Medal framed very unusual. On its face is the allegorical figure of Freedom, sitting on a dais and overlooking the landscape of the town of Fulda in East Germany, stretched before it.
