Story

The film takes place in the early 90s of the XX century . The cold war is over, the USSR and the United States have moved from confrontation to cooperation. The film begins with the scene of an escape from a strict regime colony of a group of prisoners headed by thief in law, Buza. Five prisoners run away, cutting barbed wire fences, killing the guards and capturing their machine guns, then getting to the railway and then going by train. At the same time, somewhere on the embankment of the Moskva River, a conversation takes place between the Vice-Admiral of the Soviet Navy and KGB Major-General Sergei Petrovich. The Vice Admiral tells the KGB man that in the Far East intelligence was noted by well-known smuggler Ben Coyle, associated with the Medellín drug cartel controlling Colombia , which means the transit of a large batch of drugs. Sergei Petrovich replies that he personally knows Coyle: once he, a former friend of a revolutionary Che Guevara , delivered three secret police officers to him in Cuba to perform a secret assignment: himself, Pavel Nikodimov, who later became a thief in law named Buz, and Alexander Starynin, the commander of the special forces detachment, now retired.

Then the action is transferred to the sea, where the Soviet PSCR “Yuri Andropov” delays the Coyle schooner located in the Soviet economic zone. In order not to attract the attention of the security services, the crew of the schooner pretends to be fishing for crab, which is prohibited by foreign vessels in this area. An inspection team headed by Lieutenant Rakov is sent to the schooner, but Coyle immediately pays a fine of 500,000 dollars, after which the inspection team is sent back without properly inspecting the vessel.

An American coast guard helicopter, piloted by Jerry Ranklin, performs a planned overflight of the sea, during which Jerry drops a “Lucky” package with expensive tobacco onto the deck of a seiner , then flies around the “Andropov” and returns to the base. After leaving the base, Jerry picks up the disabled mother and her nurse, and they ride the car. Jerry's car almost collides with another car, traveling along the one-way road, breaking the rules. For her driving is Diana Trivill, a well-known stripper in the city. Having become acquainted, Jerry and Diana fall in love at first sight.

Assistant captain of the Lucky Sergey Krassovsky jokingly calls the package received as smuggling, after which Savva Ilyich explains that this is a gift from Chief Jerry, commander of the Coast Guard air base, with whom they beat the fascist together.

In the cabin of "Andropov" there is a conversation between the captain, the senior assistant and the senior midshipman, in which he says that the main law of the sea is to always help someone who is in trouble, and to understand, whether he is a friend or an enemy, comes next.

"Andropov" and "Lucky" arrive at the Soviet port. Rakov and his two friends, young officers, are sent to layoff. Going ashore, they are surprised to notice Coyle passing through the customs inspection, which, despite the loss of 500 thousand dollars, does not look dejected at all. The officers agree to meet in the evening in a Japanese restaurant.

Savva Ilyich comes to the port authority to put a mark in some document. He is talking to the administration employee Lena, who marks when a local police commander unexpectedly enters the building as a major and reports about escaped criminals who may appear in the port. Sawa Ilyich once again reproaches the major for having imprisoned his son.

Sergey Krasovsky receives a call from Coyle, who makes him a meeting in the same Japanese restaurant that Rakov and his friends have chosen. As a result, Krasovsky, along with his mistress Rita, Coyle, Rakov, two of his friends from the Andropov team, and also Andropov’s chief assistant, Anatoly Chertin, end up in the restaurant at the same time. Chertin invited the girl to the restaurant, and she brought with her a friend, Lena, with whom Savva Ilyich had previously spoken; Chertin advises Lena to pay attention to Rakov. One of Rakov’s friends sings a romantic song to the accompaniment of a guitar, which sets everyone into a lyrical mood, the second invites Rita to dance. While they are dancing, Coyle and Krasovsky are negotiating a deal: Krasovsky will have to bring a batch of drugs through Soviet territory, where schooner Coyle cannot do this; Coyle gives Krasovsky a map on which the point marks a place in the sea where the schooner and seiner are to meet, and where he will take the cargo. At the same time, Lena, following the advice, comes up to Rakov and asks to invite her to the dance. A feeling arises between young people, they are going to dance the whole evening, but suddenly there are two boors, one of whom roughly grabs the girl by the chest, after which a fight ensues, in which almost all restaurant guests participate, including Krasovsky. Coyle pays and leaves.

The next day, escaped prisoners arrive at the port. Having changed clothes in working clothes, they pretend to be repairmen and ask the crew of the first trawler to take them across the water to one of the moorings. The captain of the trawler agrees and takes them on board. At the same time, “Lucky” is preparing to go to sea: Krassovsky leads Rita to the seiner, who allegedly needs to deliver some cargo somewhere. The fact that the cargo is drugs, on board, no one knows, except for the Krasovsky himself.

Jerry comes to visit Diana, who at that time swims in a pool completely naked. They have sex in the pool.

Then Jerry, in the company of Tom Airbase Chief, his wife and his team-mate Ray, watches the performance of Diana, during which there is a quarrel between him and Ray.

After some time, repeat offenders require the captain of the trawler to go to the open sea. The captain enters the fray and throws Kisel overboard, but he cannot cope with the others. The cartilage captures a sailor, and, not wanting to kill, makes him jump overboard and sail to the shore, but Buza gives the Rooster a machine gun and orders him to shoot the sailing sailor, which he does. Bandits discover that the engine of the trawler, which was going to be repaired, finally stopped working. They notice the approaching "Lucky" and, giving a sign asking for help, capture it, simultaneously killing several sailors. Having captured the seiner, the gangsters shoot and drown the trawler, make the captain of the seiner stand at the helm, and close the rest of the crew in the hold, in the same room with the cargo intended for Coyle. In a conversation with the captain, Cartilage tells him that, while in the colony in the Tambov region, he saw his son, who was serving a term there.

Sergei Petrovich, being in his office, receives a request for information about Coyle from the Cuban state security organs and submits it under his responsibility.

Border guards of "Andropov" notice "Lucky" and order to stop. An inspection team of five people headed by Rakov is sent to the seiner. The recidivists ambush and try to kill the border guards on a quiet, but they do not succeed - the battle begins, during which both sides suffer losses: Raki and one sailor remain alive, and the gangsters are seriously wounded and the cartilage bleeds. The bandits take Rakova and the sailor into captivity, then they are put in the hold with the team of seiner. On the "Andropov" hear shooting, combat alarm is announced. The bandits inform the border guards that they now have 12 hostages, and they demand to let them pass.

At the same time, a helicopter piloted by Jerry and Ray is heading to the same area. Tom tells Jerry on the radio that 3 objects are visible on the radar, and orders them to be checked.

The vice-admiral and the major general walk again along the embankment of the Moskva River, where the first tells the second about the taking of hostages, and that the group of bandits is led by his old acquaintance Nikodimov.

Captain "Andropov" first sends to the "Lucky" battle group, but then withdraws it and takes a waiting position.

In Moscow, Sergei Petrovich orders to connect the Starynin group to the case.

Without waiting for the Lucky Man at the appointed place, Coyle orders the captain of his schooner to meet them. Coyle is not going to pay Krassovsky and leave witnesses - he plans to shoot all the people and drown the seiner. His assistants pull out of the hold and install weapons - automatic cannons and machine guns on board the schooner.

Andropov receives a radiogram announcing that the KGB leadership has decided to conduct the operation to neutralize the bandits, for which a special group will be sent to the ship.

Sergei Petrovich report that Starynin "not quite in shape." He goes to his old comrade. Starynin grew old and became very sentimental, but Sergei Petrovich managed to persuade him to head the special group. Since there is no one left from the Starynin group but himself, a new group is selected for him.

The recidivists let the captive sailor go; along with him on the boat to the "Andropov" goes bleeding cartilage. When the boat comes close to the ship, the cartilage kills itself. Having decided that they had already survived, the Rooster, the Kissel and the Tick are taken out of the hold by Rita, intending to rape her. Sawa Ilich tries to prevent them, and he is beaten, as a result of which he can no longer lead the ship. He is thrown into the hold of the rest, and Krasovsky takes his place at the helm. After replacing the helmsman, the thugs again try to rape Rita, but she jumps overboard. After “Lucky” departs from the place of Rita’s fall for a long distance, a helicopter of Jerry and Ray appears; Jerry saves Rita and she talks about what is happening on Seiner. Jerry reports to the authorities and receives an order to help the Russians in the conduct of the special operation. The helicopter follows the Lucky in the distance.

On the "Andropov" arrives special group Starynin. The special group is divided into 2 parts: the first, along with Chertin and his people, follows the Lucky on the boat, carrying out a diversion, the second is waiting in the wings on the deck of the Andropov.

The cancer manages to crack the lock of the door in the hold and come out on the deck. Having taken away one of the machine guns from the repeat offenders, he engages with them.

The first "Lucky" overtakes the schooner Coyle. As they get closer, the smugglers immediately start shooting and kill Krasovsky, then the assistants of Coyle Kroshka and Tiny start up a Jerry helicopter that came to the rescue and kill Ray. Jerry, the third pilot and Rita leave the helicopter, after which he falls into the water. At the same time, special forces officers from the second part of the Starynin group rise from the water to the decks of the schooner and seiner with the help of cats (the way they did not get to the place undetected is not explained in the film). One of the smugglers in a machine-gun burst kills a boat distraction group. The group manages to jump overboard, but Chertin dies along with the boat. Pulling hostages out of the seiner's hold, Starynin receives a mortal wound in the back from Nikodimov, who has crept in, who, in turn, is fatally wounded by Rakov. The rest of the recidivists are killed by the special forces; all the smugglers are also dying, except for Coyle himself and his steering schooner. The schooner, pursued by the DCPR, is trying to get into the sea, but Rakov, who managed to grab hold of the rope, climbs onto her deck, throws the helmsman overboard, and, pointing at Coyle's gun, arrest him. Coyle gives up, defiantly throwing out his gun. The lifeboat picks up all overboard.

In the final scene, the Vice Admiral and Major General of the KGB again walk along the embankment of the Moskva River, passing by two fishermen with fishing rods and discussing the results of the operation, while the background report is broadcast on the successful operation of the captain Andropov Saakyan. Then fishermen talk about restructuring .
