Born in a family of scientists, father is an engineer, mother is a biologist. He graduated from the Faculty of Physics of Moscow State University. M.V. Lomonosov (1962), worked at the Physics Institute. P.N. Lebedeva RAS . Doctor of physico-mathematical sciences [1] .
In 1989, he became a confidant of Academician A. D. Sakharov in the elections to the Supreme Soviet of the USSR . In the elections to the Supreme Soviet of the RSFSR in 1990, he himself became a candidate for democratic forces and was elected from constituency No. 37 (Moscow) - 28.1% of the vote in the first round, 50.5% in the second round. In the Supreme Council, he was a member of the Radical Democrats faction, was a member of the Human Rights Committee.
In 1993, he was elected as a deputy of the State Duma of Russia of the first convocation on the list of the electoral bloc " Russia 's Choice ". He was a member of the " Choice of Russia " faction, was a member of the Committee on Education, Culture and Science.
