Had a law degree . Represented his hometown in the House of Representatives of the Belgian Parliament from 1878 to 1900.
He held some ministerial posts, starting with the post of Minister of Railway Transport, Post and Telegraph, from 1884 to 1899. Also since 1896 he served as Minister of Defense. He headed the country's government in 1899.
Coming out of the House of Representatives in 1900, he represented West Flanders in the Senate. He died in Anderlecht.
