Biography
He studied law at the Imperial University of Leuven. In 1826 he entered the state judicial service as a prosecutor in Courtra, in 1831 he became a royal prosecutor, and in 1836 - as a prosecutor general of the appellate court in Brussels.
In 1843–1847 served as Minister of Justice. In 1844 he was elected to the House of Representatives of the Belgian Parliament, and in 1849 he became a member of the Senate.
In 1846, Mr .. held the post of Minister of War.
In 1870, he formed the clerical cabinet as prime minister and minister of foreign affairs during the reign of Leopold II on July 2, 1870. Together with the king, he adopted a program of military reform, in particular, an appeal was introduced. He held a cautious position in relation to the Franco-Prussian war . After the appointment of Pierre de Decker as governor of the province of Limburg , a political crisis arose in the country, which led to the resignation of the government.
In 1884-1885 served as chairman of the Belgian Senate. He had the honorary title of Minister of State.
