Biography

Came from the Orthodox Poles; Born in Suwalki on July 29, 1867 . In 1891 he graduated from the Law Faculty of St. Petersburg University . In 1891-1898 served as an official of the State Debt Repayment Commission, a candidate at the Kronstadt Naval Court, clerk of the Main Naval Court Administration. Since 1903, he served as the head of the office of the Minister of Railways, and since 1908, he was an official of the Main Directorate for Local Economy of the Ministry of Internal Affairs.

At the same time, he was engaged in teaching. Since 1896 he was a privat-docent of the Imperial St. Petersburg University, taught the course "State institutions of Byzantium." In 1897 he defended his master's thesis "People and power in the Byzantine state", in 1901 - his doctoral dissertation "The Supreme Court and supervision in Russia in the first half of the reign of Empress Catherine the Second." Since 1905 he taught the history of Russian law at the St. Petersburg Archaeological Institute .

In 1909-1911 he was a professor at Novorossiysk University , in 1912-1917 - an ordinary professor at the Department of the History of Russian Law of St. Petersburg University . Since January 1, 1914 he was a member of the full state councilor ; was awarded the orders of St. Vladimir 4th art. (1907) and St. Anne 2nd Art. (1906), [Order of St. Stanislav (Russian Empire) | Stanislav] 2nd Art. (1904) [1] .

Published a number of works on the history of law. According to political views, joined the Octobrists [2] . He wrote articles on socio-political topics in the newspapers "Week", "Rus", "New Time", "Slovo", "National Economy" and "Exchange Vedomosti". He collaborated in the journals "Bulletin of World History", "Historical Bulletin", "Russian Archive" and others.

In November 1917, after the Bolsheviks came to power, he moved to Tomsk , in 1917-1919. was a professor at Tomsk University . In 1920 he was elected vice-rector of the Vladivostok Polytechnic Institute, but in the same year he emigrated to Latvia , settled in Riga . He was a professor at the University of Latvia , director of the Slavic gymnasium in Riga, taught military psychology at officer courses.

He died on February 21, 1924 ; buried at the Pokrovsky cemetery in Riga.
