Received a medical degree. He was engaged in research in the field of anesthesia under the direction of V. K. von Anrep . The first applied local anesthesia in the clinic. [ where? ] In 1884, he described several of his ophthalmologic operations under local anesthesia with cocaine . Among them were the removal of a piece of iron from the cornea , cataract surgery, and eyeball cure for glaucoma .
In 1896–1900, he was the chief physician of the Provincial Zemsky Hospital in Yaroslavl . He was also the head of the eye department of this hospital. Then he took the post of senior physician of the eye clinic of the Board of Custody of the Blind Empress Maria Alexandrovna in Yaroslavl. State Councilor .
Politician
Founder and chairman of the Yaroslavl Department of the Union of the Russian People (NRC), the grand opening of which took place on November 23, 1905 in the building of the eye hospital. It was the largest monarchical organization in the north of Russia, it published the newspaper “Russian people” . In 1906 about 2 thousand workers from the enterprises of the city joined the department. A regional government was created in Yaroslavl, which led the monarchical unions of the Vologda , part of the Vladimir , Kostroma and Yaroslavl provinces. With the active participation of Katsaurov in Yaroslavl in October 1907 and in March 1909, two private meetings of monarchists were held, in which representatives of Black - Hundred organizations from all over Russia participated. In the years 1909-1910 was the editor-publisher of the newspaper "Russian people" - the press organ of the Yaroslavl branch of the NRC.
After the split in the Union of the Russian people into supporters of A.I. Dubrovin and N.E. Markov, Katsaurov initially supported the “Dubrovins”, in 1911 he was elected a candidate member of the Main Council of the “Dubrovinian” Union of the Russian People. At the same time, he tried to distance himself from the conflict, declaring the Yaroslavl department an independent organization.
He maintained constructive relations with the Orthodox bishops of the Yaroslavl diocese - Archbishops Tikhon (Bellavin) and Agafangel (Transfiguration) . The department was engaged in the organization of religious and moral readings and solemn celebrations of anniversaries for the people.
After the death of I. N. Katsaurov, it was decided not to elect the chairman of the department, whose duties were performed by the widow of the founder, MD Katsaurov (previously she was secretary of the department) until the end of the First World War. In March 1917, the department, like other Black-Hundred organizations, ceased to exist.
