Valentin Ivanovich Dmitriev (born May 27, 1927) - Soviet party leader, diplomat. Deputy of the Council of Nationalities of the Supreme Soviet of the USSR 10-11 convocations (1979-1989) from the Latvian SSR [1] [2] . Deputy of the Supreme Soviet of the RSFSR of 8-9 convocations and the Supreme Council of the Latvian SSR of 10-11 convocations. Candidate member of the Central Committee of the CPSU (1981-1990). Delegate XXIII — XXV CPSU Congresses.

He graduated from the Odessa Hydrotechnical Institute in 1955 and HPS at the Central Committee of the CPSU (in absentia) in 1971.
In 1943 he volunteered for the fleet, served on the destroyer until 1950.
He worked at construction sites as a foreman, foreman ( Pervouralsk ). In 1956-1959 - the chief engineer of the building management of the trust "Yuzhuralspetsstroy" in Magnitogorsk.
Since 1959 - on the party work.
In the years 1962-1970 - First Secretary of the Magnitogorsk City Party Committee.
In 1970-1979 - first secretary of the Chelyabinsk city committee of the CPSU.
In 1979-1980 - Inspector of the Central Committee of the CPSU.
In 1980-1986 - Second Secretary of the Central Committee of the Communist Party of Latvia.
In 1986-1991 - Ambassador of the USSR in Ethiopia .
