It is considered one of the four leading educational institutions in Russia providing training and retraining of personnel in the field of information protection. [2] By the decision of the FSTEC of Russia - ISTC and subsequently IAGN was determined to be the leading training center in the field of state secret protection, and according to the conclusion of the IAEA - the center of best practice in the field of nuclear security . The activities of the ISTC brought him fame not only in Russia but also abroad. As part of Rosatom’s international cooperation with the US Department of Energy in the field of accounting, control and physical protection of nuclear materials, the ISTC has been actively cooperating with US national laboratories since 1997 . Since 2001, the ISTC has been collaborating with the International Atomic Energy Agency (IAEA). The Center for Foreign Citizens from Member Countries of the IAEA [4] has been created on the basis of the ISTC, where international training courses for foreign specialists from 17 countries are held: Armenia , Belarus , Bulgaria , Vietnam , Egypt , India , Spain , China , Lithuania , Malaysia , Mexico , Poland , Russia , USA , Ukraine , France , Sweden . As part of the course, students learn the practical issues of operating physical protection systems of nuclear facilities [5]

The ISTC is a methodological center for Rosatom enterprises on issues related to the organization and operation of technical means of physical protection (TSFZ) of nuclear and defense facilities. The Center is also involved in testing, evaluating and certifying technical means of physical protection, consulting, expert and implementation work in the interests of Defense and Nuclear-hazardous facilities.

History

In 1993, in order to preserve the experience of professional development of personnel in the field of organizing the protection of state secrets, protecting important state facilities and carrying out civil defense activities in the nuclear industry: the Minatom of Russia , the Ministry of Security of the Russian Federation and the State Technical Commission of Russia came up with a joint proposal to the Government of the Russian Federation to create on the basis of the Special Department - the Federal State Institution of the Interbranch Special Training Center (FGU MSC) .

The methodological guidance of the Federal State Institution ISTC was entrusted to the assignee of the Second Main Directorate of the USSR MSM — the Department for the Protection of Information, Nuclear Materials and Facilities of the Minatom of Russia . Educational and methodological activities were carried out in close collaboration with the State Technical Commission under the President of Russia . The senior lecturers of the FSB , the Ministry of Internal Affairs and the Ministry of Defense occupied the professional and teaching staff of the Federal State Institution.

On May 6, 1993, by decree of the Government of Russia, the FSI ISTC was established. [6] Simultaneously with the transformation of the Special Department into the Intersectoral Special Training Center, the following separate departments were created on the basis of key specialized cycles:

  • The Civil Defense cycle was transformed into the Special Department of Civil Defense, Emergencies and Mobilization Preparedness - headed by Colonel Yu. V. Eganov;
  • The TSO cycle and the Object Security Cycle were merged into the Special Department of Physical Protection of Objects - headed by Colonel V.N. Kotelnikov;
  • The PDITSR cycle and the HRT cycle were combined into the Special Department of Technical Information Security - Colonel S.V. Volobuev, Head

The inclusion of the center in MEPhI

On March 11, 2011, in accordance with the decree of the Government of the Russian Federation No. 380 - p [7] , the Institute for Global Nuclear Safety was created on the basis of the Intersectoral Special Training Center, which will be included as a separate structure (branch) of the National Research Nuclear University - MEPhI [ 8] Institute for nuclear security will continue to deal with the same challenges as the Interdepartmental special training center, namely, nuclear and radiation safety, emergency preparedness, physical prote that nuclear materials and radioactive substances, registration and control NRM (nuclear material and radioactive substances), information security, control and supervision. In 2013, the International Training Course on Physical Protection Inspections at Nuclear Facilities was held at the IAGN under the auspices of the IAEA Office of Nuclear Security. The training course was attended by specialists from 16 countries: Armenia , Bulgaria , Brazil , Hungary , Vietnam , Egypt , Iran , Spain , Lithuania , Pakistan , Russia , Romania , Slovenia , Ukraine , France and South Africa . At the International Atomic Energy Agency’s Conference on Nuclear Security (NSF): Enhancing Global Efforts in Vienna on July 1, 2013, the IGNS was named the international center of best practice in the area of ​​the NSF, whose services and experience are in demand, including other centers of this kind in Russia and abroad. It was decided to continue the practice of organizing courses on the NSF at the IAGN under the auspices of the IAEA, as well as to increase their number and expand the subject. [eleven]

From June 15 to 26, 2015, the International Atomic Energy Agency 's International Training Course on Physical Protection Systems Inspections ( IAEA ) was held at the IGLN to study practical issues of organizing and conducting inspections of physical protection systems for nuclear facilities. The training course was attended by specialists from 14 countries: Armenia , Brazil , Egypt , Indonesia , Iran , Iraq , Jordan , Mexico , USA , Thailand , Turkey , Uzbekistan , South Africa and Japan . In December 2015, the Institute of Global Nuclear Safety and Physical Protection, State Atomic Energy Agency Rosatom , was created on the basis of the Institute of Nuclear Safety at the MEPhI [13]

In March 2016, the 1st training course: “Anti-Terrorism Security of an Object / Territory” was held at the State Atomic Safety and Security Institute of Rosatom State Nuclear Safety Institute, to study anti-terrorism security at nuclear facilities of the industry. The course was attended by representatives of Rosatom State Corporation and the Ministry of Energy of the Republic of Belarus . In addition to the faculty of the State Atomic Safety Institute of State Atomic Energy Corporation Rosatom, training sessions with students were conducted by specialists from the Department of Physical Protection and Security of Facilities of the State Atomic Energy Agency Rosatom and the Anti-Terrorism Center of the CIS member states . Merger with CICC

On August 8, 2017, the merger of the Center for Atomic Energy and Rosatom under the name of the Technical Academy of Rosatom (“ TAR ”) merged. IGYABIFZ as a separate TAR structure will continue to deal with the same issues as it did before the merger. [15]
