The USSR Ministry of Health in accordance with the USSR Constitution was the all-republican ministry. The Ministry of Health of the USSR administered health care in the country.

History
- On July 20, 1936, the People's Commissariat of Health of the USSR was formed. In March 1943, the NKZ USSR employees contributed 119,800 rubles to the construction of ambulance airplanes to the Defense Fund.
- March 15, 1946 the People's Commissariat was transformed into the USSR Ministry of Health.
- On June 14, 1946, the Ministry of Medical Industry of the USSR was allocated from it.
The Ministry of Health united all republican ministries of the Union Republics of the USSR , in particular, the Ministry of Health of the RSFSR , there were regional health departments in the regions, district health departments in the districts, and city health departments in the cities.
The superior body was the Council of Ministers of the USSR . The state owned public health institutions, which the Ministry itself built, developed and managed.

Ministry leadership
The office was headed by the Minister, who was appointed in accordance with the USSR Constitution of the USSR Supreme Soviet , and in the periods between sessions, the Presidium of the USSR Supreme Soviet , followed by approval at the USSR Supreme Soviet session. The Minister had a number of deputies, the distribution of duties between them was made by the Minister himself.
The Minister was personally responsible for carrying out the tasks and duties assigned to the Ministry, he established the degree of responsibility of the Deputy Ministers, heads of the main departments and heads of other departments of the Ministry for managing certain areas of the Ministry’s activities and for the work of enterprises, organizations and institutions of the Ministry’s system.
Ministry Board
There was a Collegium in the Ministry consisting of: the Chairman (Minister) and his deputies ex officio, as well as other senior officials of the Ministry. Members of the college and deputy ministers were approved by the Council of Ministers of the USSR .
The decisions of the board were carried out, as a rule, by orders of the Minister. In the event of disagreements between the Minister and the board, the Minister put his decision into practice, reporting on the differences that had arisen between the USSR Council of Ministers , and the members of the board, in turn, communicated their opinion to the Council of Ministers of the USSR .
Scientific and Technical Council of the Ministry
For consideration of proposals on the main directions of development of science and technology, the definition of a scientifically grounded common policy in the industry, the development of recommendations for the use and implementation of the latest achievements of domestic and foreign science, technology and best practices in the Ministry, a scientific and technical council of prominent scientists was created highly qualified specialists, as well as representatives of other organizations.
The composition of the scientific and technical council and its position was approved by the Minister.

This main board of the USSR Ministry of Public Health was a secret structure in the Soviet Union and, by its scope and significance, was a “ministry in a ministry”. 4th General Directorate of the USSR Ministry of Health

On April 24, 1953, the Kremlin's Medical Security Department was reorganized into the Fourth Directorate (later - the Main Directorate) of the USSR Ministry of Health. From 1953 to 1967, his chief was Alexander M. Markov. The same decree created the 4th General Directorate in all the health ministries of the Union republics. From 1967 to 1987, the head of the 4th Department was Academician Yevgeny Ivanovich Chazov .
The successor is the Main Medical Board of the Office of the President of the Russian Federation .
