Biography
From the hereditary nobles of the Oryol province. Landowner of the Oryol and Maloarkhangelsk counties (1076 dessiatines ).
He graduated from the Lyceum in memory of Tsarevich Nikolai (1888) [2] , attended lectures at the Law Faculty of Moscow University as a lyceum student.
In 1891, at the end of the university branch of the lyceum, he settled in the family estate of the Oryol province. He was engaged in agriculture and social activities. He was elected by the Oryol district leader of the nobility , an honorary magistrate of Bolkhovsky (1892) and the Oryol counties.
In October 1905, during the first Russian revolution , he founded the Union of Law and Order party, which later became the Oryol department of the Union of Russian People , as well as the Oryol Speech newspaper, which was published on October 16, 1905. He was an honorary member of the Oryol Provincial Department of the NRC. He participated in congresses of the United Nobility and the All-Russian Congress of Zemstvo Figures in June and August 1907. He had the rank of college assessor (1907).
He ran for the State Duma of the first convocation , but failed. In 1907 he was elected a member of the Third Duma from the Oryol province, was a member of the right-wing faction. Since 1909, he published the newspaper Zemshchina , close to the right-wing faction, in which he himself published. Consisted of a member of the commissions: land, food, resettlement, personal integrity, administrative, financial.
He actively participated in the legal movement: he was a founding member of the Union of Russian People, a candidate member of the Main Council (1908-1910), a member of the Main Council (from May 23, 1910) of the NRC, in 1912 he was elected chairman of the St. Petersburg Department of the NRC named after Simeon the God-Receiver and a member of the Main Chamber of the “ Russian People’s Union named after Mikhail Archangel ”, was a member of the Russian Assembly (1907 — after 1912), from 1910 he was a member of the board of the Right Press Union and the editorial commission of the Book of Russian Sorrow .
He stood for election to the Fourth Duma , but did not get enough votes.
March 9, 1915 was appointed acting Tomsk vice-governor . During the February Revolution, he was torn to pieces by a crowd, according to other sources - he died in 1919.
