Melnik, Pyotr Vladimirovich

In 1976 he graduated from the Irpen Industrial College.

He began his career in 1978 at the Irpen Industrial College. In 1984 he graduated from the Kiev Technological Institute of Light Industry. Since 1991, headed the Irpen Industrial College. In 1996, he received the title of Master of Business Administration after graduating from Kiev Economic University. In 2002 he graduated from the Law Faculty of the State Tax Service Academy of Ukraine.

Scientific activity is outlined by the problems of economic and legal support of the state tax policy. He is the author of more than 100 scientific works, a number of monographs, the author and co-author of 16 textbooks and teaching aids, which highlight the problems of taxation .

In 1998, he was elected to the parliament of Ukraine of the III convocation from the People’s Democratic Party under No. 8, where he served as deputy chairman of the Committee of the Verkhovna Rada of Ukraine on legislative support for law enforcement. During this time, 8 bills and more than 200 amendments, additions to other bills, which in the majority were adopted by the Verkhovna Rada of Ukraine, were created in the deputy asset .

In 2001, he was a co-author of the Law of Ukraine "On a state-legal experiment on the development of local self-government in Irpen, the villages of Vorzel, Bucha, Gostomel, Kotsyubinskoe, Kiev region" , adopted by the Parliament of Ukraine.

In 2012, Petr Melnyk lost the elections to the people's deputies of Ukraine at the 95th constituency in the city of Irpin, taking 3rd place ^[3] .

In August 2013, he was declared nationally, interstate, and internationally wanted by Interpol ^[2] due to receiving a bribe.

Pyotr Melnik died at the age of 61 from bilateral pneumonia at the Feofania hospital.

Former Prime Minister of Ukraine Yulia Tymoshenko , having learned about the violence of Petr Vladimirovich over the people's deputy Irina Gerashchenko during the election of the mayor of Obukhov in March 2012, described the Peter from the colony as a “fat, huge and impudent man” and noted that:

Such people have a place in the crib, and not in the legislature. Such people must be driven out of politics, driven out of parliament ^[3]

On July 27, 2013 it became known that Petr Melnyk was detained while receiving a bribe in the amount of 40 and 80 thousand hryvnias, which he extorted from two citizens of Ukraine for the arrival of their relatives to the National University of the State Tax Service of Ukraine, which he headed ^[4] , and during the search in his office another 30 thousand dollars were discovered ^[5] . Later, Peter Melnik was hospitalized in the hospital ^[6] .

The court was unable to determine the preventive measure in respect of Pyotr Melnik on July 29 ^[7] , as it allegedly became ill ^[8] and July 30 ^[9] , when Melnik did not appear at court ^[10] at first and was later brought to the building ships in the ambulance ^[11] . At the same time, according to the representatives of the prosecutor’s office, Melnik “deliberately avoids consideration by the investigating judge of the petition for taking him a preventive measure in the form of detention, abusing his right and his health condition” ^[12] , and the court decided to force the drive suspect to attend the hearing on August 1 ^[13] . Later it became known that Peter Melnik was being prepared for heart surgery ^[14] .

On August 9, 2013, it became known that the suspect Pyotr Melnik, who was under house arrest, fled to get rid of an electronic bracelet ^[15] . He was declared on the All-Ukrainian, interstate and international wanted list through Interpol , hiding in the United States ^[2] .

On April 1, 2014 Melnik returned to Ukraine and was detained ^[16] . On April 2, 2014, the Pechersk district court of Kiev chose a preventive measure for Melnik in the form of a pledge in the amount of 22.8 million hryvnias. On May 7, the Kiev Court of Appeal reduced the amount of the bail to Melnik to 609 thousand hryvnias.

On May 28, 2015, Pyotr Melnik was informed of a suspicion of committing crimes under Part 5 of Article 191 (misappropriation, embezzlement of property or seizing it by abuse of official position) and Part 2.3 of Article 368 (Acceptance of an offer, promise or receipt misconduct by an official) of the Criminal Code of Ukraine ^[17] .

On July 8, 2015, the Irpen city court acquitted Melnik. On November 5, 2015, the Kiev Region Court of Appeal quashed the verdict and sent the case back for re-consideration.

On November 25, 2015, the GPU completed an investigation into the criminal case against Melnik under Part 2 of Art. 368, part 3 of article 368, part 4, art. 368 on the facts of their receipt by prior conspiracy from university students of undue profit in the total amount of UAH 177 thousand for assistance in enrolling in the fifth year on the budget. Against Melnik, another case is being investigated by the prosecutor's office of the Kiev region on the fact of obtaining undue profit ^[18] .
