Sibalatani, Songa Bernard - Governor of Caprivi since 1999 , representative of the SWAPO party [1] . His predecessor, John Mabuku , a representative of the Democratic Alliance of Namibia , fled to Botswana in 1998 after an unsuccessful attempt to overthrow the government. [2]

Since 1999, Bernard Sibalatani has managed the small province of Katima-Mulilo Land as a regional adviser [1] . During the period of violent separatist movements received the status of governor . Sibalatani proved the innocence of people accused of having links with the Liberation Separatist Organization (CLA) and the killing of civilians on August 2, 1999 [3] [4] .
Biography
In 1964, Bernard Sibalatani joined the Caprivi National Union (CANU) [5] , and in 1975 - into SWAPO . Actively involved in political activities, organized demonstrations [1] .
In 1978, after the suspension of the conflict in Kassing , which unfolded during the attack on the military unit of SWAPO [6] , he was arrested. However, after imprisonment he did not stop his political activity [1] .
Sibalatani was later arrested and placed on the list of organizers of the explosion in the government building in Katima Mulilo , the capital of the Caprivi region [1] . He was also detained for selling a newspaper containing communist information [1] .
