Biography
He received a master’s and bachelor's degree in law from the University of Dhaka , joined the college of lawyers in 1960, went to London in 1961 to obtain a barrister degree and received it, joined the Lincolns Inn Law Firm, and conducted law practice. Returning to Bangladesh, he worked as a barrister in the Supreme Court of Bangladesh for constitutional, civil and criminal law. In 1977, President Ziaur Rahman included Jamiruddin Sirkar as part of the Bangladeshi delegation to the UN General Assembly . In 1981, Dzhamiruddin Sirkar, as Minister of State for Foreign Affairs, was sent to the UN to discuss issues of a peaceful settlement of the Middle East problem and disarmament. He later participated in a conference of labor ministers of non-aligned countries in Baghdad. He led the delegation of Bangladesh at 25 international conferences. He made a significant contribution to the development of various branches of law, in particular, international industrial, commercial, maritime law, the legal regime of international rivers, ecology, multilateral negotiations, and the strengthening of the role of the United Nations in the maintenance of international peace and security. He has published a number of books on various aspects of international law.
He is one of the founders of the Nationalist Party of Bangladesh and was a member of its Standing Committee. Four times elected to the Parliament of Bangladesh, and also held the posts of State Minister of Public Works and Urban Development, State Minister of Foreign Affairs, State Minister of the Office of Land Resources and Land Reform, Minister of Science and Technology, Minister of Education, Minister of Justice and Parliamentary Affairs. From October 28, 2001 to June 21, 2002 he was the speaker of the Parliament of Bangladesh. [1] From June 21, 2002 to September 6, 2002, he served as President of Bangladesh .
