Born in Ireland . He moved to America in 1771, the following year he persuaded his family to move there. He studied poetry and medicine, during the War of Independence he worked as a surgeon . In 1781 he left military service and was elected to the Maryland Senate. He was also elected to the Continental Congress . He left the Philadelphia Convention due to illness of relatives, and therefore was absent from all meetings in June and July. After the convention, he was a congressman in Maryland and Minister of War in 1796-1800. After his resignation in 1800, he devoted himself primarily to literary activity.
