Chronology of USSR People's Commissariats

In this section, in chronological order, information is given on the creation, reorganization and abolition of the USSR people's commissariats in the framework of the Council of People's Commissars of the USSR — the Government of the USSR in different years of its existence.

1922-1923 years

A complete list of members of the first Council of People's Commissars of the USSR , including the heads of the USSR People’s Commissariats included in it, was given in article 11 of the Treaty on the Formation of the USSR , approved on December 30, 1922 by the First Congress of Soviets . The agreement also divided the competence of the Union and Republican bodies of state power and administration, which predetermined the division of the USSR Commissariats into Union-Union and Union-Republican ones . The former carried out direct control throughout the USSR; the latter supervised the activities of the eponymous people's commissariats of the Union republics, whose leaders were appointed by the republican CECs and were members of the corresponding republican councils of people . This practice continued in subsequent years of government activity ^[3] .

1924

The Constitution of the USSR , adopted on January 31, 1924 , ^[4] consolidated the current composition of the Council of People's Commissars of the USSR.


May 9, 1924	The People's Commissariat of Internal Trade of the USSR was formed .

1925-1931


November 18, 1925	The People’s Commissariat of Foreign Trade of the USSR and the People’s Commissariat of Internal Trade of the USSR are merged into the People’s Commissariat of Foreign and Internal Trade of the USSR .
December 7, 1929	The People's Commissariat of Agriculture of the USSR was formed .
November 22, 1930	From the People's Commissariat of Foreign and Internal Trade of the USSR allocated People's Commissariat of Foreign Trade of the USSR and People's Commissariat of Supply of the USSR .
January 20, 1931	The People's Commissariat of Water Transport of the USSR was formed .

1932-1933


January 5, 1932	The Supreme Council of the National Economy of the USSR was transformed into the People's Commissariat of Heavy Industry of the USSR .
	Educated People's Commissariat of Light Industry of the USSR and People's Commissariat of the Forest Industry of the USSR .
January 17, 1932	The People's Commissariat of Posts and Telegraphs of the USSR was renamed the People’s Commissariat of Communications of the USSR .
October 1, 1932	The People's Commissariat of Grain and Livestock State Farms of the USSR was created .
June 23, 1933	The USSR People's Commissariat of Labor was abolished by union with the All-Union Central Council of Trade Unions .

1934-1935 years


February 11, 1934	The People’s Commissariat of the Workers 'and Peasants' Inspection was abolished.
June 20, 1934	The People's Commissariat for Military and Naval Affairs of the USSR was renamed the People’s Commissariat of Defense of the USSR .
July 10, 1934	The All-Union People's Commissariat of Internal Affairs of the USSR was formed .
July 29, 1934	People's Commissariat of Supply of the USSR is divided into People's Commissariat of Internal Trade of the USSR and People's Commissariat of the Food Industry of the USSR .

1936


July 20, 1936	The People's Commissariat of Health of the USSR was formed .
December 5, 1936	The USSR People’s Commissariat for Foreign Affairs was renamed the USSR People’s Commissariat for Foreign Affairs .
December 8, 1936	From the People's Commissariat of Heavy Industry of the USSR, the People's Commissariat of the Defense Industry of the USSR was allocated.
July 20, 1936	The People's Commissariat of Justice of the USSR

1937-1938


August 22, 1937	From the People's Commissariat of Heavy Industry of the USSR, the People's Commissariat of Mechanical Engineering of the USSR was allocated.
December 30, 1937	From the People's Commissariat of Defense of the USSR, the People's Commissariat of the Navy of the USSR was allocated.
January 15, 1938	The People’s Commissariat of Procurement of the USSR was formed .
	The People’s Commissariat of Internal Trade of the USSR was renamed the People’s Commissariat of Trade of the USSR .

1939-1940


January 2, 1939	From the People's Commissariat of the Light Industry of the USSR, the People's Commissariat of the Textile Industry of the USSR was allocated.
January 11, 1939	The People's Commissariat of the Defense Industry of the USSR is divided into People's Commissariat of the USSR Aviation Industry , People's Commissariat of the shipbuilding industry of the USSR , People's Commissariat of Armaments of the USSR and People's Commissariat of Ammunition of the USSR .
January 19, 1939	Of the People's Commissariat of Food Industry of the USSR marked People's Commissariat of the Fishing Industry of the USSR and People's Commissariat of the meat and dairy industry of the USSR .
January 24, 1939	The People's Commissariat of Heavy Industry of the USSR was abolished; formed on its basis People's Commissariat of the Fuel Industry of the USSR , People's Commissariat of Ferrous Metallurgy of the USSR , People's Commissariat of Non-Ferrous Metallurgy of the USSR , People's Commissariat of Power Plants and the Electric Industry of the USSR , Народный комиссариат химической промышленности СССР и Народный комиссариат промышленности строительных материалов СССР .

15 октября 1941 года	Вышло распоряжение о переезде правительства СССР в Куйбышев .
14 ноября 1941 года	Народный комиссариат станкостроения СССР влит в Народный комиссариат танковой промышленности СССР .
26 ноября 1941 года	Народный комиссариат общего машиностроения СССР преобразован в Народный комиссариат миномётного вооружения СССР .
21 февраля 1942 года	Повторно образован Народный комиссариат станкостроения СССР .
14 апреля 1943 года	Из Народного комиссариата внутренних дел СССР выделен Народный комиссариат государственной безопасности СССР .
14 октября 1945 года	Народный комиссариат танковой промышленности СССР СССР упразднён; образован Народный комиссариат транспортного машиностроения СССР .

25 февраля 1946 года	Народный комиссариат обороны СССР преобразован в Народный комиссариат Вооруженных Сил СССР .
	Упразднён Народный комиссариат военно-морского флота СССР .
4 марта 1946 года	Народный комиссариат нефтяной промышленности СССР разделён на Народный комиссариат нефтяной промышленности восточных районов СССР и Народный комиссариат нефтяной промышленности южных и западных районов СССР .
15 марта 1946 года	Упразднён Народный комиссариат зерновых и животноводческих совхозов СССР .
15 марта 1946 года	Принят Закон о преобразовании Совета Народных Комиссаров СССР в Совет Министров СССР ^[6] . Народные комиссариаты СССР преобразованы в министерства СССР .
