Chronology of USSR People's Commissariats

In this section, in chronological order, information is given on the creation, reorganization and abolition of the USSR people's commissariats in the framework of the Council of People's Commissars of the USSR — the Government of the USSR in different years of its existence.

1922-1923 years

A complete list of members of the first Council of People's Commissars of the USSR , including the heads of the USSR People’s Commissariats included in it, was given in article 11 of the Treaty on the Formation of the USSR , approved on December 30, 1922 by the First Congress of Soviets . The agreement also divided the competence of the Union and Republican bodies of state power and administration, which predetermined the division of the USSR Commissariats into Union-Union and Union-Republican ones . The former carried out direct control throughout the USSR; the latter supervised the activities of the eponymous people's commissariats of the Union republics, whose leaders were appointed by the republican CECs and were members of the corresponding republican councils of people . This practice continued in subsequent years of government activity [3] .

The Constitution of the USSR , adopted on January 31, 1924 , [4] consolidated the current composition of the Council of People's Commissars of the USSR.

1925-1931

November 18, 1925The People’s Commissariat of Foreign Trade of the USSR and the People’s Commissariat of Internal Trade of the USSR are merged into the People’s Commissariat of Foreign and Internal Trade of the USSR .
December 7, 1929The People's Commissariat of Agriculture of the USSR was formed .
November 22, 1930From the People's Commissariat of Foreign and Internal Trade of the USSR allocated

June 20, 1934The People's Commissariat for Military and Naval Affairs of the USSR was renamed the People’s Commissariat of Defense of the USSR .
July 10, 1934The All-Union People's Commissariat of Internal Affairs of the USSR was formed .
July 29, 1934People's Commissariat of Supply of the USSR is divided into

1936
