On November 24, 2011, Decision of the Meeting of Deputies of the Ostashkovsky Municipality No. 402 “On the Coat of Arms and Flag of the Municipal Formation Ostashkovsky District of the Tver Region” approved the old coat of arms of the city ​​of Ostashkov with the coat of arms of the Ostashkovsky District municipality of the Tver Region and its description as an official symbol of the Ostashkovsky District . This decision should come into force after state registration and official publication in the official print media - the regional newspaper Seliger.

The historical emblem of Ostashkov was highly approved on April 2, 1772 by Empress Catherine II, along with other emblems of the cities of the Novgorod province . (PSZRI, 1772, Law No. 13780). [2] [3]

The original description of the coat of arms of Ostashkov read:

“Ostashkova settlement, the inhabitants of this settlement, among other industries, have their own food from abundant fishing here near the lake, which is such an emblem.


A shield cut in two by a horizontal line, gold on blue, in the golden field visible to half born Imperial two-headed eagle, with scarlet tongues, crowned with three golden crowns, meaning the mercy and protection of Her Imperial Majesty; in a blue field showing water, three silver fishes swimming from the right, explaining fishing and abundance of fish. ”

On April 7, 1992, the historical coat of arms of Ostashkov was restored as an official symbol of the city. December 27, 1999 the historical coat of arms of Ostashkov became the official symbol of the municipality "Ostashkov", which included at that time the city of Ostashkov and Ostashkovsky district. On July 2, 2001, the coat of arms of the Ostashkov municipality was entered into the State Heraldry Register of the Russian Federation with the assignment of registration number 772. In 2005, the Ostashkov municipality was abolished and new separate municipal formations “City Settlement - Ostashkov” and “ Ostashkovsky district. "

In 2008, deputies of the Council of Deputies of the city settlement appealed to the district administration about the legality of using the historical coat of arms of the Ostashkovsky District municipality. [4] [5]

In August 2011, deputies of the district Assembly called for the development of a new coat of arms for the Ostashkovsky district and announced a competition for the best design for the coat of arms of the district. [7]

In October 2011, the commission examined the draft designs of the new coat of arms proposed for the competition and did not select a worthy one, recommended that the Ostashkov coat of arms (1862) with the Tver coat of arms in the free unit be made the coat of arms of the region. [eight]

On November 24, 2011, by the decision of the Assembly of Deputies of the Ostashkovsky Municipality, the emblem and flag of the region were approved. The necessary documents were submitted to the Heraldic Council under the President of the Russian Federation for passing the heraldic examination and making the coat of arms in the heraldic register.
