The coat of arms was approved by Decision No. 237 of the city council of the Ostashkov municipality of the Tver Region on December 27, 1999 . [one]
The coat of arms is entered in the State Heraldic Register of the Russian Federation under registration number 772.

“In the field intersected by gold and azure, above is the emerging black two-headed eagle with golden beaks and scarlet tongues, crowned with two small and one large Russian imperial crown (without ribbons); below are three silver fish , two and one. "
Symbolism Description and Coat of Arms History
The historical emblem of Ostashkov was highly approved on April 2, 1772 by Empress Catherine II, along with other emblems of the cities of the Novgorod province . (PSZRI, 1772, Law No. 13780) [2] [3] .
The original description of the coat of arms of Ostashkov read:
“Ostashkova settlement, the inhabitants of this settlement, among other industries, have their own food from abundant fishing here near the lake, which is such an emblem.
A shield cut in two by a horizontal line, gold on blue, in the golden field visible to half born Imperial two-headed eagle, with scarlet tongues, crowned with three golden crowns, meaning the mercy and protection of Her Imperial Majesty; in a blue field showing water, three silver fishes swimming from the right, explaining fishing and abundance of fish. ”
The coat of arms of Ostashkov was compiled by the heraldmeister Prince M. M. Shcherbatov , and depicted by the famous heraldic artist Butkovsky Artemy Nikolaevich [4] .
The heraldry office headed by M. M. Shcherbatov, for the newly established cities, constituted land coats of arms according to certain rules. In the coats of arms it was necessary: “to signify the first: the mercy of Her Imperial Majesty to these villages; the second: to depict the circumstances or intentions thereof ” [5] .
In the middle of the 19th century, the monogram of Alexander II appeared on the chest of a two-headed eagle in the coat of arms of Ostashkov (Officially, the coat of arms was not approved in this form). The coat of arms drawing is stored in the Tver State United Museum and is mentioned in the book by Heraldry of the Seliger Territory by Vladimir Lavrenov and Alexei Vasiliev [6] .

In 1775, the city of Ostashkov and Ostashkovsky district were transferred to the Tver governorship (since 1776 - the Tver province ).
In 1862, during the Köhne heraldic reform, a draft of the new coat of arms of the county town of Ostashkov, Tver province (not officially approved) was developed: “In the azure shield there are 3 silver fish ( perches ): 2 and 1, with scarlet eyes and tails. In the golden chapter of the shield is the emerging imperial eagle. In the free part, the emblem of the Tver province. The shield is crowned with a silver walled crown and is surrounded by golden ears of corn connected by the Alexander ribbon . ”
In the Soviet period, the historical coat of arms of Ostashkov was not used.
In early 1970, in preparation for the celebration of the 200th anniversary of Ostashkov, a competition was announced for the best design of the coat of arms of the city. The winner of the competition was the coat of arms project, developed by the local artist A. I. Grigoryev. The coat of arms project was approved by the Urban Planning Council under the Executive Committee of the City Council of Workers 'Deputies, and on June 9, 1970, the decision of the Executive Committee of the Ostashkov City Council of Workers' Deputies was approved. The new coat of arms of the city had the following description:
“The coat of arms is a shield of heraldic form. The color of the shield is green, which means the green surroundings of the city with forests. On a green background, a white outline of the skin is applied, embodying the continuity of the ancient profession of tanners . Most residents of the city are associated with the production and manufacture of leather. In the contour, the lower part, painted in blue, depicts Lake Seliger with a flock of floating Seliger ruffs - a symbol of the natural wealth of the region. This part is entirely and without changes taken from the old coat of arms of the city. The task of our generation is to preserve and increase the wealth given by nature. In the upper part of the coat of arms is a chapel house standing at the origins of the great Russian Volga River . This reflects the idea that Ostashkov is the center of the Seliger recreation and tourism zone ” [7] .
On April 7, 1992, by Decision No. 75 of the Small Council of the Ostashkov City Council of People's Deputies, the Regulation on the coat of arms of Ostashkov was approved, which abolished the coat of arms of 1970 and restored the historical coat of arms of 1772 as an official symbol of the city.
December 27, 1999 the historical coat of arms of Ostashkov became the official symbol of the municipality "Ostashkov", which included at that time the city of Ostashkov and Ostashkovsky district [1] .
The coat of arms had the following description: “In the intersected gold and azure field above - the emerging black two-headed eagle with golden beaks and scarlet tongues, crowned with two small and one large Russian imperial crown (without ribbons); below are three silver fish, two and one. "
The authors of the reconstruction of the coat of arms of the municipality “Ostashkov”: Lavrenov Vladimir Ilyich, Pinyagin Alexander Yuryevich, Koropalov Sergey Anatolyevich, Ushakov Alexey Veniaminovich.
On July 2, 2001, the coat of arms of the Ostashkov municipality was entered into the State Heraldic Register of the Russian Federation with assignment of registration number 772 ..
In 2005, the Ostashkov municipality was abolished and new separate municipal entities, the City Settlement - Ostashkov and Ostashkovsky District, were formed.
In April 2011, the city council of deputies, " given the historical significance of the coat of arms, and taking care of its preservation in time, " allowed the Ostashkovsky district to use the city coat of arms [8] .
On November 24, 2011, by Decision of the Meeting of Deputies of the Ostashkovsky Municipality No. 402 “On the Coat of Arms and Flag of the Municipal Formation Ostashkovsky District of the Tver Region” approved the old coat of arms of the city of Ostashkov with the coat of arms of the Ostashkovsky District municipality of the Tver Region and its description as the official symbol of the Ostashkovsky District . This decision should come into force after state registration and official publication in the official print media - the regional newspaper “Seliger” [9] (as of mid-2012, the decision did not take place).
On January 9, 1878, the Zemstvo post office of the Ostashkov Uyezd (Tver province) was opened. For the delivery of private correspondence a fee was charged by zemstvo postage stamps with a face value of 3 kopecks. When issuing stamps, a mistake was made in the image of the coat of arms of Ostashkov — one of the fish (lower) was swimming in the opposite direction [10] .
