Nova Cidad de Kilamba ( Kilamba , Rus. “New City of Kilamba” ) is a large housing project 30 km from Luanda , the capital of Angola . The buildings were built by the International Chinese Property Management Investment Corporation .

Kilamba can accommodate 500,000 people and includes 750 eight-storey residential buildings, more than a hundred commercial premises, as well as dozens of schools. The cost of construction is indicated as 3.5 billion US dollars , financing is provided by the Chinese credit line, the repayment of which occurs by the Angolan government with the help of oil [1] .
As of July 2012, the construction of buildings was basically completed, but they were still empty [2] . Only 220 apartments from the first group of 2,800 apartments were sold. Sales were slow due to difficulties in obtaining mortgage loans . One school worked, but children were brought on buses from afar, since there were no people living nearby. The Angolan government planned to use some of the residential buildings as social housing [1] .
Although Kilamba contributes to the promise of President Jose Eduardo dos Santos , given to them in the elections in 2008, specifically the creation of millions of new homes in four years, Angola does not have a large middle class that will be able to buy such homes [1] . Therefore, in fact, the city is a ghost town [3] .
