History

This is one of Harbin's richest historical sites: the city of Hulan was founded in 1734, it was the residence of the Hulan fudutong .

Hulan was among the first districts of central Manchuria (the Amur / Sungari basin) officially opened for colonization by Chinese peasants . This happened in 1860, at the suggestion of the Heilongjiang Jiangjun (military governor-general; at this post in 1859-1867) Tebtsina ( Chinese. 特普欽 , Tapucin). The motivation for such a change in official politics (until then strictly restricting the migration of the Chinese north of the Willow Fence ) was the hope that an increase in population in Manchuria would prevent further territorial expansion of Russia (which had just annexed the Amur and Primorye ), and increase the income of the local treasury, allowing finally pay salaries to the famous troops . In 1904, the Hulan Government (呼兰 府) was formed, and after the Xinhai Revolution, the government was abolished in 1913, and Hulan County (呼兰 县) was formed in its place.

In 1931, Manchuria was occupied by Japanese troops , and in 1932 the puppet state of Manzhou was formed. In 1934, the division of Manzhou-go into 15 provinces and 1 special city was introduced, and Hulan County became part of the Binjiang province.

In 1945, Manchuria was liberated by the Soviet army . After the war, the government of the Republic of China adopted a new administrative division of the Northeast , and Hulan County became part of Songjiang Province.

After the formation of the PRC, the new government also took up the administrative redistribution of the Northeast, and in 1954 the Songjiang province was liquidated, and its lands became part of the Heilongjiang province. In 1958, Hulan County was subordinated to the Harbin government. In 1965, he was removed from the jurisdiction of the city, but in 1983 he returned to submission to the city authorities. In 2004, the county was disbanded, and an area of urban subordination was formed on its territory.

Administrative Division

Hulan District is divided into 4 street committees , 10 villages and 3 volosts .
