Igor Petrovich Novoselov (born October 20, 1930 , Leningrad , USSR ) is a statesman and public figure, popularizer of Russian culture and history abroad. On his initiative and with his participation, a number of monuments were erected to Russian writers and poets, as well as historical figures in different countries.

Biography
Igor Petrovich Novoselov was born in 1930 in Leningrad in the family of the commander of the Red Army Pyotr Ivanovich Novoselov. During the Second World War, he was in besieged Leningrad . Therefore, he is a veteran of World War II.
The father of Igor Petrovich - Peter Ivanovich Novoselov was born in 1892 in the city of Tver. From 1915 to 1917 he served as an army officer in the Russian Empire. Member of the 1st World War. Since 1918 - commander of the Red Army. Member of the Polish War of 1920, the Finnish War of 1939–1940, the Great Patriotic War of 1941–1945. During this period he was the chief of staff of the Logistics of the Leningrad Front with the rank of major general. He is one of the leaders of the Ladoga Road of Life.
Igor Petrovich’s grandfather - Ivan Stefanovich Novosyolov was the head of the Povarovo railway station on the Nikolaev railway.
The great-grandfather of Igor Petrovich - Stefan Alexandrovich Novosyolov was a priest in the city of Kashin, Tver province, like all previous great-great-great-grandfathers.
In 1949 he entered and in 1955 graduated from the Leningrad Red Banner Air Force Engineering Academy. A.F. Mozhaysky , receiving a diploma of military civil engineer . From 1955 to 1960 he served in the Carpathian and Moscow military districts , where he participated in the construction of various defense facilities, including participated in the construction of a number of airfields - near Vinnitsa, Sheremetyevo, Domodedovo, Shaikovka, etc. .P. In addition, he was engaged in the popularization in the media (newspapers, newsletters, brochures) of advanced builders, as well as technical solutions, rationalizers that contribute to improving the quality of construction. From 1961 to 1981 he served in the Main Command of the Strategic Missile Forces . He took a direct personal part in the development of design documentation for the construction of various types of strategic missile systems, as well as the corresponding infrastructure, ensuring constant combat readiness and vital activity of personnel of the strategic missile forces. In 1981, he retired with the rank of colonel .
From 1981 to 1990, he worked as a leading specialist in the department of Administrative Bodies of the USSR State Planning Commission , where he dealt with issues of the USSR Ministry of Defense , the KGB of the USSR and the USSR Customs Committee . In 1990 he was sent to work in the Defense and State Security Sector of the Secretariat of the Supreme Council of the USSR , where he worked until the collapse of the Soviet Union . In this position, he dealt with the withdrawal of Soviet troops from Eastern Europe , the preparation of a draft All-Union Treaty, draft budgets of the Ministry of Defense and the Defense Departments of the USSR . During this period, I. P. Novosyolov devoted much time to conducting diplomatic negotiations at various levels with representatives of foreign states both on the territory of the USSR and abroad. . In 1991 - 1992, he worked as Deputy Director for Conversion in the Russian Union of Industrialists and Entrepreneurs , where he had to take part in numerous foreign business trips in order to negotiate with representatives of foreign firms.
From 1997 to 2004 - Head of the Representative Office of the Administration of the Pskov Region under the Government of the Russian Federation .
Since 1999, has been actively involved in social activities. On a personal initiative, as a rule, he promotes Russian culture and history in foreign countries and on the territory of Russia by erecting monuments dedicated to Russian writers, poets and historical figures.
Since 2017, Igor Petrovich Novosyolov is an assistant to the deputy of the State Duma of the Federal Assembly of the Russian Federation V.I. Resina (volunteer). He is a member of the League of Military Diplomats , a member of the Russian Geographical Society and executive secretary of the Pushkin section of the Writers' Union of Russia . On June 23, 2011, IP Novosyolov was awarded the State Prize of the Russian Federation, the Order of Friendship (Decree No. 851) for his active efforts to preserve, enhance and popularize the cultural and historical heritage of Russia.
He was awarded numerous state, departmental and public orders and medals of the USSR and the Russian Federation, as well as a number of foreign states.

Igor Petrovich is one of the initiators of the installation of monuments to Russian cultural and historical figures both in Russia and abroad.
... The idea to establish monuments to Alexander Sergeyevich Pushkin I had in 1999, on the eve of the 200th anniversary of the poet. Then I represented the Administration of the Pskov Region under the Government of Russia. In the same year, the first foreign project was realized: a bronze bust of Pushkin by the sculptor J. Dines was inaugurated in the Oslo Deichman Library. Novoselov in total managed to erect 26 monuments and sculptural busts of A. Pushkin on five continents - in Europe, Asia, Africa, America and Australia: in Russia, Norway, Bosnia and Herzegovina, China, Slovenia, Turkey, Bulgaria, Serbia, Eritrea, Kazakhstan, Armenia, Vietnam, Switzerland, Iraq, Colombia, Korea, Uruguay, Luxembourg, Morocco, Bangladesh, Hungary and Australia.
In addition, the sculptural bust of A.P. Chekhov was installed by him in Sri Lanka [1] , in the city of Colombo , and the sculptural bust of cosmonaut Y. Gagarin was installed in El Salvador, in the city of San Salvador, in Cuba, in Havana and in Vietnam, in the city of Da Nang.
Also, with its help, a monument was erected to the musician I. Stravinsky in Switzerland in Montreux, and a sculptural bust of Admiral F. Ushakov was erected in Greece in Thessaloniki. In addition, the sculptural bust of diplomat A. Karlov, who died tragically in 2016 in Ankara, was installed at the Russian Embassy in Turkey.
At the same time, I.P. Novosyolov also pays attention to major figures in the world culture of foreign countries. So, on his initiative in Moscow, sculptural busts of the Chinese thinker Confucius and the Arab philosopher Mohammed Bakir al-Sadr were installed in MGIMO.
Thus, I.P.Novosyolov, thanks to his organizational abilities, determination, perseverance, and selflessness, managed to organize the production and installation of 36 monuments and sculptural busts of outstanding figures of world culture and history in 26 countries of Europe from 1999 to 2017 Asia, Africa, America and Australia.
In addition, memorial plaques were erected - in Moscow - on the 150th anniversary of the mathematician Sofya Kovalevskaya and in St. Petersburg - on the 70th anniversary of the Ladoga “ Road of Life ” [2] - to the rear of the Leningrad Front.
I.P. Novosyolov, at the request of the German military attache, organized the reconstruction of the portrait of the military theorist Clausewitz, which was painted in 1814, but was subsequently lost.
I.P. Novosyolov was one of the initiators of the creation of the Gabriel Garcia Marquez train in the Moscow Metro , which was solemnly launched on April 25, 2012 at the Mezhdunarodnaya station [3] .
Igor Petrovich is one of the active participants in the Golden Rook International Regatta - rowing competitions on the Moscow River . He was one of the figures who assisted in the return of the sculptural composition " Girl with an Oar " to the parks of Moscow and St. Petersburg .
From 2009 to 2013, he was president of the regional public organization "Friendship Society of the Russian and Eritrean Peoples."
