The wheel named after the 850th anniversary of Moscow is a Ferris wheel in the amusement park "Moscow-850" on the territory of VDNH ( VVC ), built to mark the 850th anniversary of Moscow and dismantled in 2016. The wheel had a height of 73 meters and a diameter of 70 meters, made a complete revolution in 7 minutes, were equipped with 40 cabins, designed for 8 people each.

Prior to the erection of a 90-meter wheel Eurowheel (Italy) in 1999 it was the largest in Europe ; before the construction of the 80-meter ferris wheel in the Lazarevskoye recreation and culture park in Sochi - the highest in Russia [1] .

History

The wheel was designed by designer Vladimir Gnezdilov at the initiative of the Moscow City Hall and was installed by the Mir group of companies belonging to him in 1995 . According to Gnezdilov, in 1994 he received an offer to improve an abandoned site of the All-Russian Exhibition Center and presented a project of an amusement park with attractions, the opening of which was symbolically timed to coincide with the imminent celebration of the 850th anniversary of Moscow. The project was discussed at the city government level and the current mayor, Yuri Luzhkov, proposed making the planned Ferris wheel the highest in Europe. In 1994, Gnezdilov concluded a lease agreement with the All-Russian Exhibition Center for a plot of 6 hectares for 49 years, in 1995 the park began work, the wheel was launched to celebrate City Day [2] [3] .

In the 2010s, a conflict developed between the tenant of the site, the Russian Exhibition of Attractions (a subsidiary of the Mir group) and the management of the All-Russian Exhibition Center. In numerous litigations, Gnezdilov argued that due to a change in land legislation in 1999, the lessee and the landlord were asked to re-register the lease, but the All-Russian Exhibition Center refused to provide the necessary documents, which resulted in Rosregistration's refusal to register the contract. Formally, the contract did not enter into force, but the tenant continued to pay rent and conduct business. In accordance with the position of the All-Russian Exhibition Center, without a valid contract, the tenant was obliged to vacate the occupied territory. During the operation in the Moscow-850 park, because of the malfunction, the rides stopped three times: the wheel got up in 2009 and 2013, and in 2015 the Cobra roller coaster stopped while the trolleys with 4 passengers passed through the “dead loop”. This incident gave VDNH (until 2014 - All-Russian Exhibition Center) an occasion to publicly declare the dangers of operating attractions [4] [5] [6] [7] [8] .

In June 2015, the Moscow Arbitration Court granted the VDNH claim for termination of the lease. The Russian Attractions Exhibition tried to challenge the decision in the Ninth Arbitration Court, and then filed a cassation appeal with the Moscow District Arbitration Court, which on February 3, 2016 examined the appeal and upheld the decision of the first and second instance courts. The dismantling of the rides began in March, the wheel was finally disassembled on July 7, 2016. The concept for the development of the united territory of VDNH, the Botanical Garden and Ostankino Park, developed in 2015, involves the construction of a new Ferris wheel 135-140 meters high in the Park of the Future, which will occupy the southern part of the present territory of VDNH. In the stylobate of the attraction, it is planned to place cafes, souvenir shops and a branch of Madame Tussauds . The construction investor will be the Regions group of companies [7] [9] [10] [11] [12] .
