Activ Solar is a company headquartered in Vienna, Austria , manufacturing polycrystalline silicon (polysilicon) for the solar photovoltaic industry and launching large-scale photovoltaic stations. The company is a member of relevant organizations in the field of solar energy:

Activ Solar has offices in Vienna and Wiener Neustadt in Austria and in Kiev , Zaporizhia and Odessa in Ukraine , as well as in Simferopol, Crimea. At the end of 2011, the company launched an 80-megawatt solar power station near the village of Okhotnikovo and a 100-megawatt solar power station “ Perovo ” [5] .
According to a rating published in December 2012 by the Wiki-Solar news agency, Activ Solar ranks 4th in the world among the largest developers of solar power plants [6] [7] .
Together with Diamond Aircraft Industries, a company specializing in the manufacture of aircraft and motor gliders, Activ Solar created its own research center [8] [9] [10] [11] with the aim of conducting innovative development of products and applications for the photovoltaic industry. The research programs involve a team of more than 200 scientists and engineers who work closely with universities and institutes from Austria , Germany , France and Ukraine .
The result of one of these projects was the development of a prototype aircraft wing with integrated solar modules. The wing prototype was presented at the Le Bourget 2011 air show in Paris [11] [12] [13] [14] . During the development of the wing, specialists investigated the features of installing photoconversion modules on uneven surfaces. The solar cells of the wing are based on multicrystalline silicon and are equipped with 3 conductive buses. The area of the solar wing, composed of 195 solar cells, is 4.75 square meters. m. that allows you to generate a maximum power of 715 watts. The idea of creating an aircraft on photovoltaic cells has a long history. As early as November 20, 1980, Steve Ptachek flew [15] [16] on a Solar Impulse airplane, the main source of energy for which was the sun .

Implemented Projects
Activ Solar designs, finances and implements large-scale solar photovoltaic installations. As of November 2012, the company has developed six [17] solar photovoltaic stations with more than 300 MW of installed capacity in the Crimean peninsula and Odessa region .
In February 2011, Activ Solar built the first in Ukraine large-scale photovoltaic power plant Rodnikovoye , with a capacity of 7.5 MW. The power plant was built in the area of the city of Rodnikovoe , about 3 kilometers from the city of Simferopol ( Crimea ). The station covers an area of 15 hectares and includes 33800 solar modules. [18] [19] [20]
In October 2011, Activ Solar set another milestone in the history of solar energy in Crimea and developed one of the largest solar power plants in the world, Okhotnikovoe , with a capacity of 80 MW. An installation of approximately 360,000 solar modules covers more than 160 hectares and generates 100,000 megawatt-hours of clean electricity per year, which is enough to satisfy the energy needs of about 20,000 households. In December 2011, Activ Solar completed its third groundbreaking project, one of the world's largest Perovo station , with a capacity of 100 MW. Built in record time, the Perovo station, which includes more than 440,000 crystalline solar PV modules, can produce 132500 megawatt-hours of clean, renewable electric energy per year, which is enough to meet the needs of the city of Simferopol ( Crimea ). This avoids more than 105 thousand tons of carbon dioxide emissions . [28] [29] [30] [31] [32] [33] [34] [35]
In April 2012, Activ Solar completed work on its fourth large-scale project, Mityaevo station , with a capacity of 31.55 MW, located in the village of Mityaevo ( Crimea ). The design of the power plant includes more than 134,000 polycrystalline modules installed in two rows and connected by more than 440 kilometers of cable, and generates about 40,000 megawatt-hours of electricity per year, which is enough to provide 8,000 households with clean energy. In April 2012, the company increased the capacity of the Okhotnikovo and Perovo solar power plants by installing additional panels. Thus, the capacity of Okhotnikovo stations increased from 80 MW to 82.65 MW, the capacity of Perovo station from 100 MW to 105.56 MW. [41]
In July 2012, Activ Solar completed the Starokazachye station , with a capacity of 42.95 MW, which was the first photovoltaic project completed by Activ Solar in the Odessa region . Starokazachye station covers an area of 80 hectares and consists of 185,952 multi-crystalline solar modules and 41 inverters. The solar power plant will generate 54106 megawatt-hours of electricity per year, which is enough to supply about 11,000 households with clean electricity and avoids up to 44,000 tons of CO2 emissions per year. Solar Power Plant Danube
In November 2012, Activ Solar completed the second, final stage of its sixth large-scale solar installation to date - the Danube Solar Power Plant ( Odessa Region , Ukraine ), with a capacity of 43.14 MW, resulting in a total amount of solar power installed by Activ Solar of 313, 35 MW. Located in the southern part of Odessa region , the solar power plant consists of 182,380 polycrystalline photovoltaic modules, 40 inverters and about 645 kilometers of cable. [45] [46] [47]
In February 2013, Activ Solar announced the start of commissioning at the Voznesensk solar power station [48] ( Nikolaev region ) with a total installed capacity of 29.3 MW. The Voznesensk solar power plant consists of 121,176 polycrystalline solar modules installed in four rows and 27 inverter stations. The station will produce about 35,000 megawatt-hours of electricity per year, which will reduce carbon dioxide emissions to 28,000 tons per year.
In April 2013, Activ Solar announced the start of commissioning at the Limanskaya SES [49] with a capacity of 43.4 MW. Sunny Park is located in the southwestern part of Odessa region. The Limanskaya solar power plant consists of 181,192 multicrystalline solar modules installed in one row, and 41 inverter stations. The solar power plant will produce 59,415 MW megawatt hours of “clean” electricity per year, which will reduce carbon dioxide emissions to about 46,179 tons annually. [50]
Owners
According to the company’s registrar, 100% Activ Solar belongs to the P&A Corporate Trust registered in Liechtenstein [51] [52] . According to the Ukrainian publication Ukrainian Truth , which refers to the British registrar, P&A Corporate Trust is owned by the British company Blythe (Europe) Ltd , which owns 35% of the Kiev company Tantalit, which is the nominal owner of the residence of President Viktor Yanukovych in Mezhigorye [53] .
The founder of Activ Solar in 2008 was the Austrian company Slav Beteiligung GmbH , which was wholly owned by a company with the consonant name Slav AG , which, in turn, belonged to the first deputy prime minister of Ukraine Andriy Klyuyev and his brother Sergey in a proportion of 50% to 50% [53] [54] [55] [56] [57] [58] [59] [60] . Activ Solar CEO Kava Ertefay is the son-in-law of Sergey Klyuyev [57] [60] . The son of Andrey Klyuyev Bogdan Klyuyev works as a development manager at Activ Solar LLC (Ukraine) [61] [62] [63] . According to the Kyiv Post , Klyuyev’s companies are registered in the same building as the Activ Solar office in Ukraine [57] .
At the end of 2008, the Activ Solar ownership was transferred to Cava Ertefai. In July 2009, ownership was transferred to the P&A Corporate Trust [61] .
According to the Executive Director of Activ Solar Johann Harter, the shareholders of the company are mainly Austrian institutional and private investors, none of which have a controlling stake. According to him, among the pool of shareholders of Activ Solar there are no Ukrainian private investors and companies associated with Ukraine [64] . According to Cava Ertefay, 50% of the shares are owned by investors from Austria and the EU [60] . In June 2012, the owner of the Austrian airline Diamond Aircraft Industries Christian Dries said that he owns a controlling stake in Activ Solar [65] .
Use of EU subsidies
On February 8, 2012, Kommersant Ukraine published an article in which an unnamed European Commission official stated [66] :
| “In September (2011. - Kommersant) we transferred 31 million euros, which were supposed to go to energy conservation programs. However, these funds were not spent on saving, but on power lines connecting solar power plants (SES) in the Crimea and Odessa region with the country's general energy network. It should be clear to you which SES is in question, because in Ukraine there are not many stations related to Andriy Klyuyev. ” |
This misuse of funds, according to the publication, was one of the reasons for the closure of all budget support programs in Ukraine in the amount of more than 160 million euros per year [67] .
The official representative of the European Commission, Peter Stano, first accused the publication of disseminating false information with the demand for its refutation [68] . The State Agency for Energy Efficiency and Energy Saving of Ukraine stated that EU financial assistance to implement energy conservation programs in Ukraine has not yet been used, these funds are in the accounts of the State Treasury Service, and this is an informational provocation [69] [70] .
However, Kommersant stated that the information published by it is true, and that it is ready to provide documentary evidence of the veracity of the information in article [71] . Later, Kommersant reported that the European Commission no longer requires the publication to refute the article and has no claims to its substantive provisions [72] . At the same time, Jose Manuel Pinto Teixeira, head of the European Union’s representative office in Kiev, said that the European Union continues to provide its assistance [73] .
In March 2013, an audit by the General Prosecutor's Office confirmed that the 30 million euros that came from the European Commission in support of the implementation of the Energy Strategy of Ukraine in the field of energy efficiency and renewable energy sources were not used [74] . The funds are in the accounts of the State Treasury Service of Ukraine [75] .
