The champion title was defended by Elimai ( Semipalatinsk ). After last season , the Kisar, Enbek and Koksha joined the Premier League.

Rules
According to the regulations, the competitions were held in two circles. The number of teams in the championship was increased from 16 to 19. Departure of teams in the First League was not provided.
Seating in the event of a tie points
In case of equality of points for two or more teams, their places (except the first) in the final table of the championship and in the final table of the first stage are determined by the following criteria:
- The greatest number of victories in all matches;
- The greatest number of goals scored;
- Difference between goals scored and goals conceded.
Asian Cup Participation
As a result of the championship, the first-place team received the right to participate in the 1997/1998 Asian Champions Cup.
Winner of the Kazakhstan Cup 1996 - received the right to participate in the Cup of Asian Cup Holders for the 1997/1998 season.

Participants in the championship of Kazakhstan were 19 clubs. Two teams were represented by Shymkent , one team was represented by Akmola , Aktau , Aktobe , Alma-Ata , Zhambyl , Zhezkazgan , Karaganda , Kokshetau , Kostanay , Kyzylorda , Pavlodar , Semipalatinsk , Taldykorgan , Temirtau , Ust-Kamenogorsk , Khromtau and.
Changes
Following the results of the First League 1995 , the Higher League transferred:
- Kaysar ( Kyzylorda ) - 1st place (2 seasons later)
- Enbek ( Zhezkazgan ) - 2nd place (2 seasons later)
- Kokshe ( Kokshetau ) - 3rd place (2 seasons later)
By decision of the football federation, a place in the Premier League was retained:
- Bulat ( Temirtau ) - 15th place
- Munaishy ( Aktau ) - 16th place
During the championship:
- “ Miner ” ( Khromtau ) - starred after the 4th round, the results are canceled
- “ Kokshe ” ( Kokshetau ) - starred after the 19th round
