Biography
Education
Boris Titov was born in 1960 in Moscow. In 1983, he graduated from the Faculty of International Economic Relations of the Moscow State Institute of International Relations ( MGIMO ) with a degree in International Economics. While studying at the institute, he worked as a translator from the Spanish language, including in 1983 in the Republic of Peru [6] . After receiving the diploma, he began working in the foreign trade association Soyuznefteexport as a specialist in the supply of technical oils, petroleum and petrochemical goods to Latin America and the Far East [7] .
Business
In 1989, he left the state company and took the post of head of the chemistry department of the Soviet-Dutch joint venture Urals. In 1991, he and his partners created his own company, Solvalub, by purchasing the London-based company Solvents and Lubricants, with which he collaborated during his work at Urals and VO Soyuznefteexport, and became executive director of the SVL Group. After some time, Titov was mentioned in the press as the executive director of the group of companies, as well as the chairman of the board of the group. Later, the company became an investment and trading group operating in the market of petroleum products, agricultural and petrochemical, liquefied gases. Very quickly, Titova’s company, in parallel with international trade, became engaged in pre-financing exports from Russia, organizing project financing and investing in production and transport projects. In 1992, Solvalub built a chemical terminal in the port of Ventspils, and then bought out an ammonia and petrochemical transshipment terminal of JSC Ventammoniaks from the State of Latvia. In 1994, she purchased the port "Caucasus" . According to Titov, prior to the 1998 default , the consolidated sales of the Solvalub group were 700–800 million dollars, and by the beginning of the 2000s it had grown to 1.5 billion dollars; during this period, the SVL group accounted for more than 10% of the global trade in ammonia . In 2001–2002 , Titov served as president of the Agrochemical Corporation Azot CJSC, which was a joint venture of Interkhimprom on a parity basis with Gazprom and owned shares of four mineral fertilizer producing enterprises.
In 2002, Titov was elected president of the Fund for the Development of the Mineral Fertilizer Industry and held this post until 2004.
For several years, starting in 2003, he was the chairman of the board of the Non-Profit Partnership "Gas Market Coordinator", created at the initiative of the Russian Union of Industrialists and Entrepreneurs (RSPP) and Gazprom, to develop a model of transition to a sustainable and fair free gas market [7] .
On December 30, 2006, the SVL Group acquired 58% of the company Abrau-Durso OJSC [8] and began to develop the brand of the most popular Russian champagne, increasing sales by five times in 2014. In 2010, she acquired the Chateau d`Avize champagne house from Moët & Chandon [3] . The amount of the transaction, which Titov told in the press, was not disclosed, some experts estimated it at 5-10 million euros.
On June 26, 2012, the board of directors of Abrau-Durso OJSC early terminated Titov’s authority as the company's general director in connection with his transfer to the civil service and elected him chairman of the board of directors [9] .
Social activities
In 2000, he was elected a member of the board of directors and vice president of the Russian Union of Industrialists and Entrepreneurs (RUIE), where in 2002–2005 he headed the ethics committee.
In 2003, he became the co-chairman, and in May 2004, the chairman of the All-Russian public organization “Business Russia”, an organization uniting representatives of non-resource private business in Russia. In this capacity, he criticized the tough financial policy pursued by Russian Finance Minister Alexei Kudrin , insisting on the need to increase domestic production of goods, stimulate demand, attract investment, reduce taxes and refinance rate of the Central Bank.
As the leader of Business Russia, Boris Titov became part of a number of state and public structures. He became a member of the Council for the Implementation of Priority National Projects and Demographic Policy and the Council for Promoting the Development of Civil Society Institutions and Human Rights under the President of the Russian Federation, a member of the Council on Competitiveness and Entrepreneurship under the Government of the Russian Federation and the government commission on the development of industry, technology and transport. He was the chairman of the Russian part of the Russian-Chinese Business Council, the chairman of the board of the non-commercial partnership "Gas Market Coordinator" and a member of the Presidium of the National Council on Corporate Governance. In 2005–2008, Titov was a member of the Public Chamber of the Russian Federation [3] .
Since 2010, he has held the post of Chairman of the Council of the Union of winegrowers and winemakers of Russia [3] .
Political activities
In October 2007, he was elected a member of the High Council of the United Russia party.
In 2008, he headed the Higher Council of the Civil Force party, starting to create a new right-wing party in Russia, this party building was evaluated by the press as a “Kremlin project”. In November of the same year, the Democratic Party of Russia , “Civil Force” and the Union of Right Forces were dissolved, a new party was established. The congress approved its three co-chairs. They were the former deputy chairman of the Union of Right Forces, Leonid Gozman , journalist Georgy Bovt and Boris Titov himself. A few days later, by the decision of the 10th United Russia Congress, the powers of Titov as a member of the Supreme Council of the party were terminated early.
In March 2009, Titov made a proposal in the media to legalize monetary compensation for Russian citizens who do not want to serve in the army. According to him, such a measure could bring undoubted benefits in a situation of a country's budget deficit. However, no legislative action was taken to implement this initiative.
On May 6, 2011, Titov announced the desire of Business Russia to become part of the All-Russian Popular Front, which was announced by Prime Minister Putin.
In February 2011, due to disagreements with other leaders of the Right Cause Party, Titov left the post of its co-chairman. In June 2011, the co-chair institute was liquidated in the party. The sole leader of the party was Mikhail Prokhorov .
On June 22, 2012, by the decree of Russian President Vladimir Putin, Titov was appointed authorized by the President of Russia to protect the rights of entrepreneurs (business ombudsman) [10] [11] .
In 2014, he supported the annexation of the Crimea to Russia .
February 29, 2016 at the Seventh Congress of the Right Cause Party was elected its chairman, declaring the change of the political course of the party to the “business party” and its rebranding [12] [13] [14] [15] . On March 26, the party was renamed the “ Party of Growth ” [16] [17] .
On June 21, 2017, he was reassigned to the post of Commissioner under the President of Russia for the protection of the rights of entrepreneurs by decree of President of Russia Vladimir Putin [18] .
On December 21, 2017, the Growth Party nominated Titova as a candidate for the presidential election of 2018 [19] [20] .
He is an expert at the Moscow Economic Forum [21] [22] [23] .
Business Ombudsman's
As a business ombudsman, Titov was remembered by a number of initiatives to protect the rights of entrepreneurs, the main one being the amnesty for entrepreneurs in 2013, for which 2,466 people were granted amnesty [24] [25] [26] .
