Biography
Vladimir Petrovich Ushakov was born on August 10, 1932 at the Ogarev farm, in the Central Black Earth region , now the farm is located in the Petropavlovsk district of the Voronezh region .
During the Great Patriotic War, from the age of 9 began working on a collective farm. Home front worker [1] .
After graduating from the Rostov Institute of Railway Engineers in 1955, he worked as an assistant locomotive driver, then as an engineer for repairing steam locomotives in the locomotive depot of Kurgan station. depot station Kurgan assistant driver, then an engineer to repair steam locomotives.
From 1956 to 1961 he worked at the Komsomol work:
- 1956-1958 - Secretary of the nodal committee of the Komsomol station of Kurgan .
- Since 1958, member of the CPSU .

- 1959-1961 - First Secretary of the Kurgan City Committee of the Komsomol.
After graduating from the Higher Party School under the Central Committee of the CPSU in 1963, he worked on party work:
- 1963-1964 - instructor of the party organs department of the Kurgan Industrial Regional Committee of the CPSU.
- 1964-1965 - instructor of the party organs department of the Kurgan Regional Committee of the CPSU.
- 1965-1966 - Inspector of the Kurgan Regional Committee of Party and State Control.
- 1966-1971 - second secretary of the October district committee of the Communist Party of the city of Kurgan.
- 1971-1975 - First Secretary of the Soviet District Committee of the CPSU of Kurgan.
- 1975-1985 - First Secretary of the Kurgan City Committee of the CPSU.
On June 14, 1982, by a decree of the Presidium of the Supreme Soviet of the USSR, Kurgan was awarded the Order of the Red Banner of Labor in connection with the 200th anniversary of obtaining city status and for successes in the national economy.
- In August 1985 he was elected secretary of the regional council of the trade union. More than 15 years he worked as deputy chairman of the Federation of Trade Unions of the Kurgan region.
- Since 1995, he headed the Union of Labor trade union movement in the Kurgan region.
By the decision of the Kurgan City Duma of July 5, 2006 No. 211 for personal contribution to the socio-economic development of the city of Kurgan, active educational and public activities, the title “Honorary Citizen of the City of Kurgan” was assigned to Vladimir Petrovich Ushakov, chairman of the veteran organization “Association of Trade Unions of the Kurgan Region” [2] .
He was repeatedly elected a deputy of the district and city Soviets of People's Deputies, was a delegate to the XXV and XXVI Congresses of the CPSU, a member of the Executive Committee of the City Council of People's Deputies, a member of the Bureau of the Regional Committee of the CPSU.
Vladimir Petrovich Ushakov died in July 2012 .
