On February 12, 1988, the Noginsk coat of arms was approved by decision No. 156/3 of the executive committee of the city council of people's deputies. His description read:
“The coat of arms is an image of a heraldic shield traditional for Russian cities, in the upper part of which the name of the city stands on a blue background. At the bottom, the main part, on a red background is a symbolic image of the main branches of the city and district economy. Red color personifies the rich revolutionary traditions of the city associated with the names of outstanding revolutionaries: Nogin, Zheleznyak, Bugrov and others, in the world's first monument to V. I. Lenin. The center of the composition is a stylized image of the shuttle, an ancient instrument of weavers, as a symbol of the historical past and present of the city. The electron orbits of the atom are like filaments encircling the shuttle, symbolizing the inseparable connection between the achievements of science and the textile industry at the present time. Symbols of mechanical engineering, metalworking industry and agriculture are gear and spike, forming a circle, compositionally associated with the shuttle. The name of the city partly used elements of the Old Slavonic font, which also speak of the ancient origin of the city. The blue background, on which the name of the city is inscribed, symbolizes the Klyazma river, on which the city is located, as well as the abundance of rivers and lakes in the region. ”
The shuttle on the coat of arms symbolized Bogorodsk-Glukhovsk manufactory and other enterprises of the textile industry.
