The top leadership in the Azerbaijan SSR since the establishment of Soviet power in 1920 and up to the August putsch of 1991 was carried out by the Communist Party of Azerbaijan within the CPSU . The supreme body of the Communist Party of Azerbaijan was the Central Committee (CC), and the First Secretary of the Central Committee of the Azerbaijan Communist Party was the de facto leader of the republic in 1920-1991.
The highest legislative body of the Azerbaijan SSR in 1920-1938 was the Congress of Soviets, and in 1938-1991 the unicameral Supreme Council , whose deputies (except for the elections of 1990), after compulsory approval by the leadership of the Communist Party of Azerbaijan, were elected for 4 years (with 1979 - for 5 years). The Supreme Council was not a permanent body, its deputies gathered at a session of several days, 2-3 times a year. To carry out daily administrative work, the Supreme Council elected a permanent Presidium, nominally serving as the collective head of the republic.
During perestroika , in May 1990, the Presidium of the Supreme Council of the Azerbaijan SSR was disbanded and its functions transferred to the Chairman of the Supreme Council. At the same time, the post of President of the Azerbaijan SSR was introduced. The then First Secretary of the Communist Party Central Committee was elected the Supreme Council, thus creating conditions for a smooth transition of leadership from party to parliamentary structures.
After the August putsch of 1991, the activity of the Communist Party of Azerbaijan was suspended [1] and the leadership was completely transferred to the President of the Republic. On August 30, 1991, the Supreme Council of Azerbaijan adopted the declaration “On the restoration of the state independence of the Republic of Azerbaijan ”, and on October 18 the Constitutional Act “On the state independence of the Republic of Azerbaijan” was adopted.

In May 1990, the Presidium of the Supreme Council of the Azerbaijan SSR was disbanded, as in other union republics, and its functions were transferred to the Chairman of the Supreme Council. Thus, with a similar name, the position of the Chairman of the Supreme Soviet of the Azerbaijan SSR in 1990-1991 was very different in content from the post of the same name until 1990.
