Stepan Alekseevich Shalayev (born January 5, 1929 , p. Mordovskaya Polyana , Mordovia district ) is a Soviet state and trade union leader. Member of the Central Committee of the CPSU (1982–90; candidate for membership in the Central Committee of the CPSU in 1981–82). Member of the Supreme Soviet of the USSR (1982–89). Member of the Presidium of the Supreme Soviet of the USSR (1982–89). People's Deputy of the USSR (1989–91).
