Peskaryov, Georgy Sergeevich

Georgy Sergeyevich Peskaryov ( April 15, 1896 - March 10, 1939 ) - Soviet party leader, participant in the Civil War . He was a member of the special trio of the NKVD of the USSR .

Biography

Georgy Sergeevich Peskarev was born in April 1896 in the village of Gremyachevo, Aleksinsky district of the Tula province. He graduated from the two-year zemstvo school. Got it at the landowner. In 1912, he was a worker at the Tula Arms Plant. In 1915 he graduated from the Tula Arms School .

From June 1915 to February 1918 he served in the army. In October 1917 he joined the RSDLP.

From May to August 1918 - Secretary of the Tula Provincial Communications and Information Department.

Since August 1918 - Chairman of the Tsaritsyn Front and Kamyshin County Extraordinary Commission (Saratov Province). From December 1918 to June 1919 - Secretary of the Kamyshin district committee of the RCP (b) (Saratov province).

From June to September 1919 - in the Headquarters of the 10th Army of the Southern Front . From September 1919 to May 1920 - Commissioner of the cavalry division of the 2nd cavalry corps Dumenko (Southern Front), participated in the battles from Tsaritsyn to Yekaterinodar.

From May to September 1920 - Chairman of the Tula Provincial Committee for Assistance to the Red Army Farms.

From September 1920 to May 1921 - Deputy Chairman of the Yaroslavl Provincial Food Conference, the sowing committee.

From May to October 1921 - Head of the Organizational Department of the Yaroslavl Provincial Committee of the RCP (B.).

From October 1921 to February 1922, he was a military instructor, head of the Information Department of the Bauman District Committee of the RCP (B) (Moscow). From February to November 1922 - at the Russian-American Tool Plant (Moscow). From November 1922 to February 1923 - assistant prosecutor of the Moscow province for the Bogorodsky district. From February 1923 to January 1925, he was the head of the Organizational Department of the Zamoskvoretsky District Committee of the RCP (B.) (Moscow). From January 1925 to January 1926 - student of the Courses of Marxism at the Communist Academy named after Y. M. Sverdlov in Moscow.

From January to November 1926 - instructor, head of the Organizational Department of the Chelyabinsk District Committee of the CPSU (B.).

From November 1926 to December 1927, he was the head of the Organizational Department of the Zlatoust District Committee of the RCP (B.).

From December 1927 to September 1929 - Executive Secretary of the Kungur District Committee of the CPSU (B.).

From September 1929 to January 1932 he studied at the faculty of party building of the Institute of the Red Professors.

From January 1932 to February 1933 - head of the Agitation and Mass Department of the Moscow Regional Committee of the CPSU (B.). From February 1933 to April 1933, he was the 1st Secretary of the Kolomna City Committee of the CPSU (B.) (Moscow Region). Since February 1933 - Secretary of the Committee of the All-Union Communist Party (Bolsheviks) of the Kolomna Locomotive Plant (Moscow Region). From April 1933 to March 1935, he was the 1st Secretary of the Kolomensky District Committee of the CPSU (B.) (Moscow Region).

From February 1935 to April 1936 - Head of the Department of Governing Party Bodies of the Kalinin Regional Committee of the CPSU (B.). From April 1936 to June 1937, he was the 2nd Secretary of the Kalinin Regional Committee of the CPSU (B.). On June 9, 1937, Peskaryov was appointed chairman of the Kalinin Oblast Executive Committee.

July 3, 1937 appointed and. about. First Secretary of the Kursk Regional Party Committee. This period was marked by the inclusion of a special troika created by order of the NKVD of the USSR dated July 30, 1937 No. 00447 [1] and active participation in the Stalinist repressions [2] .

In mid- 1937, he personally turned to Stalin about innocent prisoners in the city of Kursk, after which the Central Committee sent to Kursk a brigade of the Supreme Court and the USSR Prosecutor's Office.

At the plenum of the Central Committee in October 1937, he delivered a speech:

 How do we get to each voter? To reach not formally, but essentially, not only through rallies, but in such a way as to know the mood of everyone. We must find, namely find all those voters who have legitimate grievances against Soviet power.

In the leadership of the regional prosecutor’s office and the regional court, the bastards have been operating for a long time, they have transferred the center of gravity of the punitive policy to innocent people, mainly to the collective and rural assets. For three years, 87 thousand people were convicted, of which 18 thousand collective and rural assets, i.e. on average 2 activists per collective farm and village council. Judged by trifles, judged illegally, and when we, having revealed this, raised a question in the Central Committee, Comrade Stalin and Comrade Molotov helped us hard, sending a team of Verkhsud workers and prosecutors to review all these cases. ...

As a result of three weeks of work of this brigade (from the Supreme Court and the prosecutor's office) 56% of sentences that were unlawfully passed were canceled. Moreover, 45% of sentences were without any corpus delicti, i.e. people are essentially convicted for nothing. ...

After reviewing these cases, we will have more than a dozen thousand agitators for us.

The final stage

May 27, 1938 Peskaryov removed from office. In August, he was sent to head the regional department of public education.

September 21, 1938 Peskaryov was arrested in Moscow, the accusation: "participation in the right-wing Trotsky terrorist organization in the Kalinin region."

On March 10, 1939, the Military Collegium of the Supreme Court of the USSR sentenced George Sergeyevich Peskarev to be shot. Shot the same day.

It is most likely that he was buried at the Kommunarka state farm in the Moscow Region as being shot for the affairs of the Central apparatus of the NKVD. [3] , either cremated and buried at the Don cemetery [4] .

On April 18, 1956, the Military Collegium of the Supreme Court of the USSR Peskaryov was rehabilitated posthumously. By a decision of the CPC under the Central Committee of the CPSU of June 30, 1956, it was reinstated in the party.
