Also referred to as Merlin from Douai ( Fr. Merlin de Douai ), in contrast to the namesake in the convention nicknamed Merlin from Thionville ( Merlin de Thionville ).
Career
Before the Revolution, he was a lawyer in the Flemish Parliament; was a member of the Constituent Assembly and the Convention , met at one time in the committee of public salvation . Voted for the death of the king without appeal to the people and without delay, showed inexorable severity in relation to the Girondins , as well as the Vandeys , and took an active part in the establishment of a revolutionary tribunal.
Until 9 Thermidor, he was a "progressive" revolutionary, but after that day he joined the reaction. He participated in the editing of the “ Code de délits et de peines ” (5th Brumaire, IV year) and the new law on inheritance. The Minister of Justice in 1795, a member of the Directory after 18 Fructidor , the prosecutor of the Court of Cassation in 1801.
He retained the last position until 1815, when he was expelled as a “regicide”, expelled from the French Academy by ordinance of March 21, 1816. He settled in Brussels , returned to France only after the July revolution .
