Biography

Born in 1832 in a family of English descent, made travel descriptions in the literature, in 1860–63. collaborated in the Courrier du dimanche under the pseudonym Antonin Barthélemy, and in 1864 founded the liberal La Semaine universelle in Brussels , in which he brutally attacked the empire . In 1865 he was convicted of a number of articles on the revolution in the Mémorial des Deux Sèvres.

In 1870 he accompanied the Rhine army as a correspondent for Temps, and after the fall of Napoleon he was Secretary of Gambetta . His merits in organizing defense are great, especially after the removal of Gambetta from Paris; he created the so-called legion of the Seine-Oise.

In 1871, Mr .. resigned his post at the Ministry and joined the editors of "République Française", one of the founders of which he was. In 1876, elected a member of the Chamber of Deputies, he was repeatedly a rapporteur on foreign policy.

He was a childhood friend of Manet , and remained in close relations with him until the latter's death.

Minister of Culture

In the office of Gambetta in 1884, he headed the Ministry of Fine Arts, which he purposely created for him. In the session of 1884–85. He performed several times in prominent roles: he was a rapporteur of the Bordeaux treatise, which confirmed the Tunisian protectorate, and the chairman of the Tianjin treaty commission. He later became involved in Panama , was brought to trial for bribes, but acquitted by jury. Since then, he has not played a political role.

At 73, he shot himself in the head, died two days later. The cause of the act could be an incurable disease, which he suffered.
