Biography
In 1949 he graduated from the University of London , educated in the fields of journalism, political economy and political science.
During World War II (from 1942 to 1944) he served as a gunner in anti-aircraft installations of the Royal Artillery in Malta.
- 1944-1946 - employee of the technical department of British shipyards in Malta,
- 1949-1950 - worked as an accountant, and then as a clerk at the tax office in London,
- 1950-1958 - Development Director of the Maltese company Fardex Trade Development Company Ltd.,
- 1958-1959 - Rector of the Lyceum for the training of employees of the Ministry of Education of the country,
- 1959-1964 - literary editor and deputy chief editor of the Labor Party “The Voice of Malta”,
- 1964-1971 - Director of the Publishing House of the Labor Party,
- 1962-1983 - deputy of the House of Representatives,
- 1971 - parliamentary secretary in the presidential administration,
- 1971-1983 - Minister of Commerce, Industry, Agriculture and Tourism. In addition, he retained his post until April 27, 1983, at the same time several times acting as speaker of the House of Representatives of Malta.
After leaving active politics, he chaired the boards of directors of several banks.
In 1987-1989 - Acting President of Malta.
