Biography

Born in the family of a soldier. He graduated from 8 classes of school number 17 ( Frunze ), in 1978 - Frunze Construction College. In 1978-1980 He was in active military service in the government communications forces of the KGB of the USSR (military unit 28685, settlement Peschanka near Chita, Trans-Baikal Military District).

In 1985, he graduated with honors from the Law Faculty of the Kyrgyz State University named after the 50th anniversary of the USSR ; Until January 1987 - Lecturer in Criminalistics, Department of Criminal Law and the Law Faculty.

Since January 1987 - in active military service, platoon commander of military unit 52816 (in the 8th Guards named after Hero of the Soviet Union, Major General I.V. Panfilov of the division ). Since April 1987 - an investigator of the military prosecutor’s office of the Frunze garrison of the Central Asian military district . In May – July 1987, he participated in the liquidation of the consequences of the Chernobyl accident as an investigator of the 110th military prosecutor’s office of the Kiev military district . From December 1988, he was a senior investigator at the military prosecutor's office of the Frunze garrison. In 1989, as part of an investigation team of the USSR Prosecutor's Office, he participated in the investigation of the April events in Tbilisi ; For completing this mission, he was awarded the medal "For Military Merit" [3] .

In October 1991, he was transferred to the reserve; Assistant of the Department for Examination of Laws and Preparation of Bills; since June 1992, head of the Department of Law Enforcement Agencies and Defense of the Office of the President of the Kyrgyz Republic He participated in the legal and organizational support of the activities of the President - Commander-in-Chief of the Armed Forces of the Kyrgyz Republic, in strengthening the legal framework and organizing the activities of the Armed Forces of special services and law enforcement agencies of Kyrgyzstan, in maintaining and strengthening the international military and legal cooperation of the CIS member states .

Since March 16, 1993 - Military Prosecutor of the Kyrgyz Republic [4] . From June 1997 to December 1999 - Deputy Minister of National Security of Kyrgyzstan: oversaw legal issues, the activities of investigative and operational units to combat crime.

From April 10, 2000 [6] to December 29, 2003 [7] - Deputy Prosecutor General of the Kyrgyz Republic - Military Prosecutor of the Kyrgyz Republic. November 19, 2003 awarded the title of “Major General of Justice”.

From December 2003 to January 2005 - the prosecutor of the Jalal-Abad region , from March to October 31, 2005 - the deputy prosecutor of the Chui region . On August 17, 2006, at his own request, resigned from the prosecutor's office of Kyrgyzstan [8] . In 2006, as an expert, he participated in the work of the deputy commission on exposing drug provocations carried out by J. S. Bakiev (deputy chairman of the National Security Council, brother of the former President of the country K. S. Bakiev ) in relation to deputy O. Ch. Tekebaev; based on the materials of this commission, the leadership of the National Security Council of the republic was dismissed.

From September 1, 2006 he worked as a senior lecturer, associate professor of the Department of Criminal Procedure and Criminalistics of the Kyrgyz-Russian Slavic University named after B.N. Yeltsin , from September 1, 2008 - assistant professor of the Department of Constitutional Law [9] of the Law Institute of the Kyrgyz National University named after Zhusup Balasagyn . On October 5, 2012, he was arrested “on suspicion of attempted violent seizure of power” [11] ; On October 24, 2012, he was released under house arrest.

On March 29, 2013, the Pervomaisky District Court of Bishkek, chaired by Judge A.Subankulov, acquitted K.Kozhonaliev of all charges against him. [12]
