Biography

The son of poor parents, struggled his way, attended a Normal school in Paris, in 1870 joined the army as a volunteer, was wounded and taken prisoner. After the war, he became a professor of philosophy in Saint-Etienne , later at the Paris Lyceum of Louis the Great , and in 1881 he received a high post in the Ministry of Education, then headed by Paul Ber .

Elected to the deputies of Lyon in 1885, he joined the radical party and took a particularly lively part in the debate on education. In 1890, Mr .. was one of the representatives of France at the international conference on the working question in Berlin.

In 1892–93 was Minister of the Sea in the offices of Loubet and Ribot , from December 1893 to May 1894 - Minister of Finance in the office of Casimir-Perrier ; died in December 1894. After death, it was revealed that he was accepting money from Panamanian society ; this prevented the opening of a monument to him, for which money had already been raised.
