Homosexual plan

Homosexual plan [1] [2] (also the ideological plan of gays [3] , tactical program of homosexuals ( English gay agenda, homosexual agenda ) - a term used to refer to a hypothetical strategic plan of action of the LGBT community to destroy the institutions of family and marriage . The term is mainly used by conservative Christian groups (primarily evangelical fundamentalist groups in the USA ) and describes their idea of ​​the goals of the LGBT movement .

The notion of a “homosexual plan” is associated with the notion of “homosexual recruitment,” the emergence of which was a response of certain conservative segments of the US public to the increasing outings of homosexuals after the Stonewall riots in the late 1960s , as well as the formation of a united LGBT Rights Movement .

Homosexual plan

In 1989, neuropsychologist Marshall Kirk and public relations specialist Hunter Madsen used the term “ our agenda” (on behalf of the gay community) [4] [5] in the “gay manifesto of the nineties” they developed, published by Doubleday . The book was called: “ After the ball: how America will conquer its fear and hatred of gays in the 90s ” [5] . The authors defined their program to eradicate homophobia based on a campaign in the media [4] as follows: “ This, of course, is pure propaganda, but it is propaganda at the highest level of understanding ” [6] .

The term gay agenda was used in the United States in 1992, when the American conservative Christian group Family Research Council [7] released a series of video programs called “The Gay Agenda” dedicated to issues related to homosexuality and hidden propaganda [8] . In the same year, another conservative organization, the Oregon Citizens Alliance, used video for its campaign as part of the Oregon State Amendment 9 ( Oregon Ballot Measure 9 ) [9] . The term has been used in other video programs: The Gay Agenda in Public Education (1993), The Gay Agenda: March on Washington (1993) and Stonewall: 25 Years of Deception (1994). A series of video programs containing interviews with opponents of LGBT rights was available through a network of Christian right-wing organizations [10] . The term gay agenda , widely used in the USA, was associated, in particular, with the “ propaganda of homosexuality ” in schools [11] [12] .

In 2003, Judge Antonin Scalia wrote in her dissenting opinion in the Lawrence v. Texas case:

The opinion expressed by the Court in today's case is the result of a professional legal culture that has subscribed to the so-called homosexual agenda , by which I mean the program promoted by some homosexual activists seeking to eliminate the moral condemnation that traditionally accompanies homosexual behavior [13] .

In 2004, Oklahoma state senator Tom Coburn , speaking of a “homosexual plan,” emphasized that representatives of the gay community had infiltrated all circles of power and had extreme influence, which, in his opinion, was “the greatest threat to our freedom from all, with which we are facing now ” [14] .

In 2005, director of the Focus on the Family Evangelical Christian organization, Jace Dobson, speaking of a “homosexual agenda,” stated the following:

These goals include universal recognition of gay lifestyles, the discrediting of [holy] scriptures that condemn homosexuality, silencing the clergy and Christian media, granting special privileges and rights, repealing laws prohibiting pedophilia, indoctrination of children and future generations through public education, and ensuring all the legal benefits of marriage to any two or more people who claim to have homosexual tendencies [15] .

In 2005, the United States published its book, The Work Program: A Homosexual Plan for Changing America, authored by an American Presbyterian pastor, founder and president of The Traditional Values ​​Coalition Louis Sheldon . The main idea of ​​the book is the assertion that LGBT activists purposefully engage in engaging younger generations in homosexual relations (the term “homosexual recruitment” is used in English), undermining traditional marriage and criminalizing any public criticism of homosexual behavior . In addition, the authors of the book argue that Canada is an example of a country in which the “homosexual plan” works successfully. [1] [2]

In 2008, the American evangelical newspaper The Christian Post, in a publication entitled Understanding the Homosexual Agenda, outlined the five steps of this “homosexual plan”: decriminalizing sodomy , equalizing age of consent for heterosexual and homosexual sex, anti-discrimination laws (for example concerning sexual education), same-sex marriage or partnerships, the right to adopt and raise children by homosexuals [16] .

After legalizing same-sex marriages in the District of Columbia in the United States in 2010, the Christian conservative group Family Research Council announced on its official website that gay, lesbian and transgender people will not calm down by changing the essence of marriage and achieving same-sex marriage . According to the Family Research Council , same-sex marriage is only one of the items of the “homosexual plan”, which will now be updated and include more and more items - from entering schools to legalizing prostitution . The article goes on to say that for the LGBT community this was never a matter of “acceptance” or “equality”, but a destructive strategy for destroying the family , innocence, public health and parental authority [17] .

US Save Our Children Campaign

The impetus for the emergence of an organized confrontation with the LGBT movement in the USA in 1977 was a media campaign that was carried out by a coalition called “Save Our Children” in led by a Christian Baptist worship singer Anita Bryant . The campaign was designed to support the repeal of the Dade County Florida law to prevent discrimination in the workplace (particularly in schools) based on sexual orientation . During her campaign, Anita Bryant stated: [18]

  • “As a mother, I know that homosexuals cannot biologically produce their children, so they will recruit ours ...”
  • “If we give rights to gays, then we will have to give rights to prostitutes and those who sleep with St. Bernards or bite their nails” [19] .
  • "I do not hate homosexuals, but as a mother, I must protect my children from their evil influence."

Despite allegations of aggressive and organized “homosexual recruitment”, no real evidence was provided of its existence during the wide public campaign of Bryant [20] . However, under pressure from the public who voted in a referendum staged by Bryant, 69% voted to repeal the amendment and 31% voted against, in Dade County, the amendment banning discrimination was repealed [21] . She was returned only 20 years later in 1998 .

Criticism of “Homosexual Recruitment” by Christian Conservatives

Judith Reisman , a sex education critic, claims that “homosexuals are preoccupied with the recruitment of boys.” [22] She introduced the concept of “a clear means of recruiting children” by homosexuals in her public support for trying to introduce a legislative measure against gay rights in the Oregon Constitution ( en: Oregon Ballot Measure 9 (1992) ) [23] . In 1994, at a conference of right-wing Christian leaders in Colorado Springs, she stated that “homosexual recruitment” is “loud, distinct, and ubiquitous.” She estimated the size of the homosexual population at that time as 1-2%, but predicted that as a result of “recruitment” “youth will move into homosexual activity” to a level of at least 20% (and possibly more than 30%) [24] . Later, the concept of “homosexual recruitment” began to be used in campaigns against same-sex marriage.

In February 1999, the British magazine National Liberty published an article by American television preacher Jerry Falwell , in which he claimed that the character in Tinky-Winky’s “ Teletubbies ” was designed as a gay role model [25] [26] . A year earlier, the online magazine Salon.com called Tinky-Winky a gay icon [27] . In response to this statement, Steve Rice, representative of the US company of the Itsy Bitsy Entertainment show, said: “I find his statements absurd” [26] [28] . Falwell argued his statement by saying that “in the popular British show aimed at preschool children, he [Tinky-Winky] is purple, and this is the color of gay pride. Its antenna is in the shape of a triangle, it is a symbol of gay pride . ” Falwell also added: “Modeling a homosexual lifestyle is detrimental to children's moral health.” [26]

In 2002, director of Boston University, John Zilber, issued an order to affiliated schools of the academy to dissolve student clubs ( English gay-straight alliance ), which helped in the fight against homophobia among students. Zilber fired club leaders who supported the creation of clubs for homosexual students, who also sought to promote tolerance and understanding between heterosexual and homosexual students, accusing them of recruiting homosexuals. At the same time, the state of Massachusetts is actively funding such student clubs in 156 schools [29] .

Well-known American conservative Christian television preacher Pat Robertson said that feminism was a statement in favor of turning women into lesbians . He characterizes feminism as an anti-family political movement that encourages women to “kill their children [have abortions], use witchcraft, destroy capitalism and become lesbians” [30] .

Gay Revolution

On February 15, 1987, an essay was published entitled “Gay Revolutionary” (signed by Michael Swift) in one of the issues of the small weekly magazine “ ” [31] [ 32] [33] . The text of the essay was accompanied by a preliminary note on what constitutes an exaggerated written in a fit of rage, reduced to absurdity and madness text, which is a fierce fantasy of how the oppressed dreams of becoming an oppressor [31] [32] . In1989, the text of the manifest was reprinted in the , titled “Gay Manifesto” (or “Gay Manifesto”; Gay Manifesto ), and the accompanying note that the text was an absurd essay was omitted [31] [32] [34] . When homosexual radicals realized that people were alarmed by this manifesto, they began to look for ways to hide their tracks [32] . Thus, the “gay manifesto” was declared only a “satire”, and not reality [32] .

Other countries

The use of rhetoric related to the “homosexual plan” and “homosexual recruitment” goes beyond the United States. In particular, thanks to Scott Lively 's field trips to Eastern Europe and Africa , during which he meets with politicians and religious leaders and offers them strategies to combat the homosexualization of society. For example, since 2002 Lively has been participating as a “foreign expert” at various anti-homosexual conferences in Uganda . [35]

The peak of this activity was the conference “Exposing the Gay Plan” organized in March 2009 in Kampala , in which parliamentarians, police officers and various businessmen took part. The main idea of ​​the conference was to assert that the LGBT community is purposefully “recruiting” young people into homosexual relationships, therefore legalizing homosexuality automatically means legalizing child molestation. [35]

In the late 2000s, information about the “homosexual plan” and the “gay manifesto” appeared in the Russian-speaking space. The text of the “homosexual manifesto” was first published in Russian in September 2005 in the Christian journal In Victory . [36] Later, the manifesto (usually with an omitted introductory note) was widely disseminated by various religious and anti-homosexual organizations. This text is posted, for example, on the official website of the Ukrainian organization Love Against Homosexuality . [37] The manifesto was published in the weekly journal Kolokol of July 2, 2010, the Union of the Russian People of Russia . [38] [39] In 2009, the manifesto was distributed in Perm during the protest rally “There is no culture of death in our city”, organized by the New Generation church before the concert of Boris Moiseev . [40]

In connection with the wide discussion in recent years of laws against the “ propaganda of homosexuality ”, American realities began to be discussed in Russia as well. In June 2011, the representative office of the Russian Orthodox Church at the Council of Europe published on its official website a report prepared by doctors of law Igor Ponkin , Nadezhda Mikhaleva and Mikhail Kuznetsov "On the right to a critical assessment of homosexuality and the legal restrictions on the imposition of homosexuality." [41] [42] In their conclusion, the authors, in particular, relied on the text of the “gay manifesto” when substantiating their position on the extremist nature of the “ideology of homosexuality” and the need to limit “ propaganda of homosexuality ”:

One example of the extremist nature of the ideology of homosexuality is the "Homosexual Manifesto" of a certain Michael Swift - the quintessence of hatred and hostility towards heterosexuals, humiliation of human dignity of heterosexuals and sophisticated insults against them, calls for physical reprisal against heterosexuals.

According to the Moscow Helsinki Group , the essence of this report is an attack on LGBT rights using homophobic argumentation. [43]

In April 2012, the brochure “The Gay Manifesto: Now in Moldova” was distributed in the Orthodox churches of Balti with the aim of campaigning against the adoption of the “ Law on Ensuring Equality ”, which includes sexual orientation as a category for which discrimination is unacceptable.
