Biography
In 1936 he graduated from the Islamic College in Calcutta. He worked as a teacher, then worked in the department of education.
Since the mid 1950s. - Education Attaché of the Pakistan Embassy in Washington.

- 1969-1971 - Minister of Education of Pakistan
- 1971-1977 - Visiting Scholar of the East-West Hawaii Center,
- 1977 - Advisor to the President of Bangladesh, Ziaur Rahman ,
- 1977-1981 - Minister of Foreign Affairs of Bangladesh. In this position, he led the work on the creation of the South Asian Association for Regional Cooperation (SAARC), was actively engaged in solving the problem of refugees from Burma.
