Elected to the from the Gironde in 1879, he joined the Republican left and was a supporter of Gambetta . In the ministry of Gambetta, he was Minister of Public Works; with the same portfolio he joined the second ministry of Ferry ; he was Minister of the Interior in the Casimir Perrier office of 1893–94.

Like the great majority of the former Gambettists, Raynal, around the mid -1880s, gradually abandoned the radical points of his previous program and was one of the ardent defenders of almost all opportunist ministries. In 1895, the Chamber of Deputies was charged against Raynal in accepting a bribe when concluding extremely unprofitable conventions for the state with railway companies when he was Minister of Public Works in 1883. A parliamentary commission was appointed that found Raynal innocent; a resolution in the same spirit was adopted in the Chamber of Deputies itself (1896), after a heated debate, during which Pelletan and other radicals argued Raynal's criminality.

In 1897, he became a senator from the Gironde.
