The municipality is formed by the village of Tuguluk with the status of a rural settlement [3] [4] .
Geography
Distance to the regional center : 39 km.

Settlement area: 86.31 km².
History
The village (treasury village) Tuguluk (Tuguluk) of the Stavropol district of the Stavropol province was formed from the hamlets of the village of Pelagiada on the Tuguluk river in 1817 [5] [6] . In some printed sources, the date of foundation of the village is 1784 and 1846 [5] .
According to A. I. Tvalchrelidze, the village of Tugulukskoy "was founded in 1784 on land that belonged to the highlanders ." The latter, at the initial stage of the existence of this village, repeatedly attacked its inhabitants, taking their property, stealing cattle and taking some of them prisoner. In 1892, there was cholera in Tuguluksky, from which 36 people died [7] .
By the second half of the 1890s, the village consisted of 370 courtyards with 390 houses. According to salary sheets in Tuguluksky there were 718 " revision souls ", and according to family lists - 3163 "cash souls"; nonresident lived 91 people. In the village there were volost government, a stone church in honor of John the Theologian (built in 1836), a classroom school (built in 1893), a public reserve store, 3 manufacturing shops, 1 grocery, 1 haberdashery, 1 petty shop, 3 taverns, 3 windmills mills and 3 sheep farms [8] .
In 1924, the Moscow Region [9] was formed in the Stavropol District of the North Caucasus Territory , which included 15 village councils, including the Tuguluk Village Council with a center in the village of Tugulukskoe [10] .
In 1924, the Tuguluk Labor Milling Association was created [11] , in 1934 - the collective farm named after Molotova village Tuguluk (in the 1950s it was renamed the collective farm "Dawn") [12] , the first chairman of which was N. Asenov [13] .
By 1925, the village had 1,059 yards with a population of 5,289 people (2571 men and 2718 women), 3 party organizations, an elementary school, a library, a blacksmith shop and 3 mills. Within the boundaries of the settlement there were 7 wells and 2 ponds [10] .
