Story
An elderly woman arrives at the reception to Colonel Skopin with a complaint about the strange work of the recyclable materials collection point: the receptionist practically does not appear at work, and when she does, she refuses to accept waste paper and rags under any pretext. Moreover, according to the documents, the receiver overfulfills the plan for the reception of recycled materials from the population. The audit reveals the fraud of the gang, which takes valuable materials from the state enterprise according to forged documents, passes them through the collection point, appropriates the cash intended for the scrap dealers, and sells the materials to the guilds themselves . The investigation is entrusted to Znamensky.
The transshipment center, where “recyclable materials” are depersonalized, is the city dump . A gang organizer, the landfill manager of Vorontsov, anticipating an imminent exposure, takes a retaliatory strike: when one of the suspects in this case, Boris Bach, comes to his dacha for help, Vorontsov only advises him to take all the blame during interrogations to go for negligence , not for group theft. Together with Vorontsov’s assistant Ferapontikov, they are taken away from Bach’s dacha, they are landed on the embankment of the Moskva River. Bach is under stress and is already trying to drown. Ferapontikov tells him how best to do this in order to protect his good name for loved ones, and dictates the text of a suicide note. The next morning, Bach is found dead in the river, and on Petrovka they receive his dying letter accusing the investigator. Znamensky is suspended from business, he is questioned by the prosecutor .
In parallel, Tomin is in charge of a series of apartment thefts. In each case, witnesses saw a garbage truck near the scene. Tomin suspects that the thieves are somehow connected with garbage collection, and he himself “gets used to the garbage,” becomes a regular in the landfill. Stolen earrings are seen on a model from the Lale Model House. Tomin finds out that her new boyfriend, Vorontsov, gave her the earrings.
Colonel Skopin, who accepted the case from his subordinate Znamensky, continues the investigation persistently and methodically. It reveals not only the whole scheme of thefts, but also the Bach murder committed by Ferapontikov, Vorontsov’s assistant, and apartment thefts: Vorontsov’s henchmen really earned money “on the side”.
“Counter Strike" is the first color film in the cycle and the only one consisting of three episodes [1] .

Reviews
- Alexander Troshin. Detective for every day // Soviet screen. - 1975. - No. 23 (December):
“Next to Yevgeny Evgenievich ( Georgy Menglet ) and his capable pupil Fedya Ferapontikov ( Valery Nosik ), they noticeably faded, were delayed, perhaps, at some age line, our old friends from Petrovka, 38 - Pal Palych Znamensky ( G. Martynyuk ), Shurik Tomin ( L. Kanevsky ) and Zinochka Cybrit ( E. Lezhdey ). For them, the authors did not find new colors ” [2] .
- Neya Vigilant . Unique and replicable. - M .: Art, 1981. - S. 85:
“The material for the film was dramatic events and criminal crimes that were committed ... at a Moscow city dump. A truly documentary and analytical “case-investigation” cycle could grow here. And in many episodes of Retaliation, especially in episodes related to young heroes and the victim of dark criminals - the weak and weak-willed, conscientious engineer Bach - socio-psychological novelty brings rare seriousness to the TV screen ” [3] .
