A tropical cyclone formed over the Bahamas on June 21 , after which it moved in different directions, reaching Bermuda on July 26 . Franklin turned into an off- tropical cyclone off Newfoundland and was absorbed by a large low-pressure zone. The National Hurricane Center was unable to predict the movement of this tropical cyclone due to the complexity of taking into account the strong wind gradient . The cyclone, however, did not cause significant damage, since it existed almost exclusively over the ocean.
