Osip Konstantinovich Notovich - journalist. Rod in 1849, the son of a Kerch rabbi. He graduated from the course at St. Petersburg University, Faculty of Law. Already a student, he collaborated in newspapers. In 1873–74 He was the publisher and actual editor of the newspaper Novoye Vremya , in which, after moving to KV Trubnikov , he wrote editorials on domestic life and conducted provincial feuilleton.

In 1876 he acquired the small newspaper Novosti (subsequently the merger of Novosti and Birzhevaya Gazeta ), which he gradually turned into a large political organ. From the articles, partly written by Osip Konstantinovich Notovich, partly according to his programs, Matvey Leontyevich Peskovsky , the book “Fundamentals of Reforms” was compiled, which provoked sympathetic feedback from K. D. Kavelin. Osip Konstantinovich considers one of the issues of our state life in the “Historical Outline of Russian Legislation on the Press” (St. Petersburg, 1873 and 1893). In the late 80s, he published (originally under the pseudonym Marquis O'Kwich) several philosophical and aesthetic considerations: “A little bit of philosophy” (since 1886, 6th edition), “A little more of philosophy” (since 1886. 6th edition) , “Love and Beauty” (since 1888, 7th edition), also published in German and French translations. Written in a light, French manner, these books were severely received by Russian critics, who saw in them an adaptation to the worldview of the crowd; foreign criticism, especially Italian ( Lombroso , Mantegazza ), reacted to them more favorably.
In 1874, he published the popular exposition of "The History of Civilization in England" by Buckley . 2nd ed. This book, released in the early 90s, was a great success and now comes 14th editions. He also wrote a number of dramatic works: “Marriage and Divorce” (also “Transition Time”), “Dark Affair”, “Daughter”, “Without Exit”, “Surprise”, “Les Miserables” (the plot is taken from Victor Les misérables Hugo). Some of these plays are presented at the Imperial stages in St. Petersburg and Moscow.
