Preparation
By the beginning of the election campaign in the Karelian parliament of the third convocation, 22 out of 57 deputies were members of the “ United Russia ” faction. The parliamentary opposition was represented by the Yabloko faction (originally Yabloko-NPSR) consisting of 9 people, which, in addition to the Yabloko members, included LDPR representatives (primarily Devlet Alikhanov , one of the main sponsors of the association) and the former Karelian branch of the NPSR ( first of all, the head of the fraction Aleksey Mosunov). The Life Party faction consisted of five deputies who passed into parliament on an independent basis, the Communist Party had only one mandate (Lyudmila Afanasyeva). Analysts predicted that the main struggle was to happen between United Russia and Yabloko . [one]

In early September, the regional department of the Federal Registration Service [2] appealed to the Central Executive Committee of Karelia with a statement that the party conference of the local organization of the Yabloko party on the nomination of candidates for deputies of the Legislative Assembly was held in violation of applicable law, as its participants nominated candidates from 477 registered party members, and not from the total number of members of the Karelian branch of Yabloko, who, judging by the registration documents of the party organization, number 3800 people. At the conference, the names of 28 candidates for deputy mandates were named.
The Central Election Commission of Karelia referred this case to the Supreme Court of the Republic of Karelia . Three weeks before the elections, on September 15 , the Supreme Court of Karelia canceled the registration of the party list of the Yabloko party in the elections to the republican parliament. [3]
On September 29, the Supreme Court of Russia upheld the verdict of the Supreme Court of Karelia on canceling the decision of the Central Election Commission of the republic on registering the list of candidates for deputies of the local parliament, put forward by the regional branch of the Yabloko party.
